Research On The Exit Mechanism Of Rural Homestead Under The Background Of New Urbanization

With China's new urbanization process accelerated,rural homestead idle,illegal construction is a common phenomenon,a large number of "empty village" is not only caused great waste of land resources,cultivated land protection exacerbated the grim situation,but also difficult to effectively meet the development of the city construction land demand,due to the lack of market exit mechanism,farmers homestead resource assets in order to improve the economic interests of the implementation of income is not visible,development of our current homestead system has lagged far behind economic and social.Therefore,it is urgent to establish the mechanism of exit and compensation for rural homestead,so as to facilitate the management of rural homestead,promote the intensive and efficient utilization of rural construction land,effectively protect the cultivated land resources of our country,and satisfy farmers' demands for property interests of homestead resources.Some parts of the country in land use has made significant progress by drawing on the successful experience of the pilot areas,to improve China's rural land system,and according to local conditions,exit mechanism construction of rural homestead,can effectively integrate the rural homestead,and save a lot of land resources,provide a tremendous impetus to support for the new urbanization in China smoothly.The rural homestead exit based on the problems,combined with the reality of China's current urbanization in Dongli District,Huaming town homestead wards of Tianjin city as an example,analyzes the developed areas of the rural homestead in the exit process required conditions,replacement of the implementation process,and to follow the principle of the homestead replacement after the performance analysis,and summarizes the successful experience from Huaming town homestead exit,through in-depth study on the operation mechanism,exit homestead market incentive mechanism,exit restriction mechanism and interest distribution mechanism,finally proposed consummates our country homestead exit policy recommendations: clear homestead property rights;adhere to the dominant position of farmers;reasonable the definition of the role of government;perfect compensation and benefit allocation mechanism;improve the social security system.
