The Research Of Incentive Mechanism About Farmers’ Residential Land Quit In Urbanization

With the deep development of the construction of a new socialist countryside, the economic value of homestead and potential development is gradually improved. Meanwhile, the government and farmers increasingly pay more attentions to an exit mechanism of homestead. With the continuous reform and development, there is a severe conflict between homestead policy and social transformation. And the management of rural homestead faces many problems. With the research of the exit mechanism of homestead in Lixin County through visiting surveys, this thesis analyses problems and contradictions exposed by current situation on of exit status of homestead. Moreover, the thesis discusses the external environment and internal factors about quit of homestead with voluntary or for value. The aim is to enhance the reseasonable lead of government; improve the farmers’initiative of rural homestead exit under the premise of voluntary; realize the intensive utilization to rural homestead and develop socialist modernization agriculture.The thesis mainly discusses property rights theory, consumer behavior theory, incentive theory, the housing filtering theory and welfare economics theory as the theoretical guidance. Through the methods of literature review, field investigation, typical cases study, qualitative and quantitative analysis, the thesis explores the incentive mechanism of exit mechanism from rural homestead. The full text is divided into the following six parts:The first chapter is introduction that briefly summarizes the research background, purpose and significance of exit mechanism from rural homestead. As well as, it analyses the research of policies proposed by domestic and foreign scholars about exit mechanism. At the same time, this chapter basically explains main concepts in this thesis. Finally, the chapter introduces the research contents and research methods of this thesis.The second chapter is the reference of theories and policies. It dwells on basic theories of the compensation for the rural exit of house-site at home and abroad in detail. Then, this chapter discusses the patterns of homestead exit such as "homestead-house exchange" of Tianjin, "double exchange" of Chongqing, "subsidies for replacement" of Jia County in Henan province and "double substitution" of Funing County in Jiangsu province, which provides an effective policy reference for the incentive mechanism of homestead exit.The third chapter is the case analysis about encouraging farmers to quit homestead to purchase houses in Lixin County in Anhui province. Then, this chapter analyzes the basic situation about withdrawing homestead to purchase houses in Lixin County. And through conversaziones, door interviews and going deep into sample areas, it realizes farmers’satisfaction and intentions about the implementation of policies of rural homestead. Among the interviewed farmers in north of Anhui,28% of respondents are willing to withdraw from house-site in the countryside and exchange houses in urban. When the incentives standards of homestead exit policy are improved, the proportion rises to 45.2%.The fourth chapter is mainly about the influence factors of farmers’ land exit. Through the case analysis of encouraging farmers to withdraw homestead to purchase houses in Lixin County in Anhui province. This chapter discusses a series of the external and internal factors in the process of the rural homestead exit. The factors are mainly institutional obstacle, lack of management and constraints of service, and the driver of policy, economy and society as well.The fifth chapter mainly explains the construction of incentive mechanism about farmers’homestead exit. It puts forward ideas and principles about the construction of incentive mechanism about homestead exit. The aim is to clearly analyze property rights system of house-site in the countryside and improve the law system of rural homestead as the basic. As well as, it is designed to establish the system of compensation of homestead exit, replacement, rewards and punishments that can improve the rural housing and the social security system and accelerate the reasonable and effective exit of homestead in the countryside.The sixth chapter is conclusion and prospect. On the basis of the article research, this chapter sums up the research of effectively incentive mechanism about rural homestead exit and prospects the reasonable planning and development of rural construction land.
