Performance management,as an important module of human resource management,has gradually become a key factor in the development of an enterprise and its gaining competitive advantage.To improve the performance level and enhance the market competitiveness,enterprises must establish a scientific and complete system of performance management that meets their actual needs.As a typical representative of emerging service industries,property management has developed rapidly in recent years with the rise of the real estate industry.Everything will surely hit a bottleneck in the course of development while it can realize a breakthrough only by reform and innovation.Property management industry is no exception.With high investment of human capital,its development is restricted by the factor of human resources management,especially the lag of performance management.Therefore,it is of great significance to explore the existing problems and their causes in performance management of property management enterprises for the theoretical innovation of performance management and the improvement of management level of enterprises in the industry.The present study researches the performance management system of X Property Management Company with several methods,such as literature research,questionnaire,interview and hierarchical analysis.It first briefs the concept and relative theories of performance and performance management at home and abroad,analyzes the design elements and operation process of performance management system,and expounds the four most widely used performance management tools: Management by Objective(MBO),Key Performance Indicator(KPI),Balanced Score Card(BSC)and 360 Degree Performance Management.Through an in-depth survey to the staff of X Property Management Company by questionnaires and interviews,the latest data on the operation of performance management in the company are collected to analyze t he main problems and their causes about its current performance management system.According to the actual situation and development plan of X Property Management Company and the guiding principles for designing performance management system,the paper put s forward the optimal design method and content of performance management system based on the methods of KPI and 360 degree performance appraisal to comprehensively optimize the design of the company's performance management system in five aspects,including performance plan,performance implementation,performance evaluation,performance feedback interview and performance evaluation results.The present study aims not only to solve the practical problems of performance management system of X Property Management Company and improve its competitiveness,but to provide some reference for the optimization and innovation of performance management in other similar enterprises of the industry.
