DX company as power line carrier communication and the smart grid construction in the field of national high and new technology enterprise,although has the domestic leading technology in the field of power line carrier-current communication,but since its establishment because of the lack of human resources management professional quality,top managers do not take the reason,the company has been a lack of scientific and perfect performance management system.There are the following problems:?the performance plan does not reflect strategic guidance,and there are differences between department goals and company goals;?the performance assessment indicators are not comprehensive,standards are not uniform,lack of performance monitoring system;?the performance assessment cycle is too long,and the assessment process lacks timely and effective communication;?performance appraisal subject selection is not comprehensive,single source of evaluation information;?lack of performance feedback and interview,performance results are not fully applied;?performance management system is not perfect.The company has seen adverse situations such as the company's strategy can not be implemented,the staffs career development plan is not clear,the action is not consistent with the company's goals,the work enthusiasm is not high,high-level brain drain and so on.This paper takes DX company's marketers as the research object,aiming at using performance management tools to establish a set of scientific,perfect and strategy-oriented performance management system for DX company's marketers in view of the current situation faced by the performance management system.Firstly,the current performance management system of DX company's marketers is analyzed.Questionnaires and interviews are used to find out the existing problems,the causes of the problems and the ways to improve the status quo.Secondly,based on the strategic objectives of the enterprise,the enterprise strategy is decomposed layer by layer,and the company goal responsibility statement and department goal responsibility statement are made.On the basis of full investigation,interview,case study and experience summary,a scientific performance index system is established,and the performance evaluation index and measurement criteria are defined to form the staff performance appraisal table.Thirdly,using performance management tools such as Balanced Scorecard,KPI Key Performance Indicators and 360-degree Performance Evaluation,we can improve the process system of performance planning,performance implementation and monitoring,performance evaluation,performance feedback and interview,and the application of performance results.Finally,a performance management committee led by the chairman and actively participated by various departments is established,and relevant systems of performance management are formulated and perfected to form a set of scientific,perfect and highly feasible strategy-oriented performance management system for marketers.This paper optimizes the design of performance management system of marketers in DX company's strategic transformation period,designs KPI index system and performance management system oriented by strategy.By introducing position/rank management,rank evaluation and index evaluation go hand in hand,so that bonus generation and distribution can be based on,and performance management and performance evaluation can be standardized step by step.The optimized scheme can better attract and retain excellent talents,effectively mobilize the enthusiasm of employees,improve their professional skills and overall quality,help employees formulate scientific career development plans,promote the implementation and implementation of company strategy,and maintain the sustainable development of enterprises.It can be used for reference for the construction of strategic-oriented performance management system in carrier communication industry,and then make a modest contribution to the growth,transformation and upgrading of industry enterprises.
