Research On The Performance Of Poverty Alleviation Of Edible Fungi Industry In Laishui County

As a way of “blood-transfusion” poverty alleviation,characteristic industry poverty alleviation has become an important part of national targeted poverty alleviation strategy.Edible fungi have the increasingly prominent advantages such as being highly nutritious,high yielding,resources saving and ecological protecting,thus have become an important choice for upgrading Hebei's agricultural industry.Laishui County,as a major county in capital poverty alleviation demonstration area in Hebei,takes measures to develop edible fungi industry and help the region to shake off poverty.An urgent task is how to appraise the performance of edible fungi industry of Laishui county and improve the sustainable effectiveness of poverty alleviation.In view of this,based on benefit community theory,characteristic industry theory and sustainable development theory,this research carried out a comprehensive analysis of the present situation of poverty alleviation in the edible fungi industry in Laishui County,using statistical analysis method to analyze the effectiveness of the edible fungi industry from the two levels of the poverty alleviation subject and the target of poverty alleviation.Using Analytic Hierarchy Process to Screen and Determine appraisal indicators and influence weights,fuzzy comprehensive evaluation method was used to evaluate the performance of the poverty alleviation in edible fungi industry based on the survey data.Main conclusions are as follows:First,based on detailed analysis of the current situation of poverty alleviation in Laishui's edible fungi industry,it is concluded that the direct poverty reduction effect of the industrial poverty alleviation is remarkable,The incidence of poverty decreased from 15.3% in 2014 to 4.0% in 2017.The output value of edible fungi accounts for the total agricultural output value from 23.7% in 2012 to 35.3% in 2016,with an increase of 11.6%.In the process of industrial poverty alleviation,there are still some problems,such as the insufficient support for the edible fungi industry,weak driving ability of the leading enterprises,general low comprehensive quality of fungi farmers,the inability of brand value and the shortage of production technicians.Second,through evaluation of the main body and target's perception of the performance of the edible fungi poverty alleviation,it is concluded that from the level of the target of poverty alleviation,they are more satisfied with the edible fungi industry in improving personal income and increasing employment opportunities,accounting for 61.0% and 75.5%,respectively.And they are less satisfied in improving the ecological environment and guaranteeing poverty alleviation policy,accounting for 64.6% and 76.2%,respectively..From the level of the main body,the government is satisfied with the edible fungi industry in driving the farmers out of poverty,helping farmers get employed,improving the self-development ability of the farmers,and promoting the recycling of resources,but it is not satisfied with the driving effect of the edible fungi industry on the regional economy.Leading enterprises are satisfied with the fungi industry in promoting the scale of enterprises,increasing the annual revenue and enhancing the reputation of the enterprises,but they are not satisfied with the supports of the government.Third,based on the above research results,we set up the performance evaluation index system of Laishui county's edible fungi industry with four secondary indicators and fourteen third-level indicators,and determined the weight of each index.The results show that the improvement of personal income,living standards and the environment is a very important index for evaluating the performance of poverty alleviation of edible fungi industry.9 indicators are general important indicators,including the improvement of regional economy,the efficient use of land resources,and the increase of employment opportunities;the reduction of the gap between the rich and the poor and the effect of sci-tech training are slight important indicators.Based on the survey data of 172 farmers and the weight of each index,the fuzzy comprehensive evaluation method was used to evaluate the performance of poverty alleviation of the edible fungi industry.The results show that 30.3% of the farmers considered the performance of poverty alleviation to be good.In view of the conclusions above,this paper proposes to give full play to the guiding role of the government in industry poverty alleviation,to continue to exert the driving effects of leading enterprises,to promote the intensive processing level,to pay more attention to the quality of the products,to build the famous brand of edible fungi,to innovate the model of the circulation development of the fungi industry and to protect the ecological environment.
