With the entry of enterprise management into the era of strategic management,performance management,as an important part of talent management,should also be promoted to the height of strategic management.In order to integrate the performance management with the strategic management effectively,the company should choose the appropriate performance management tools and strategic management tools,and establish a scientific performance management system.This article takes the old brand state-owned pharmaceutical enterprise-company A as an example,to carry out the research.In recent years,company A not only faces the pressure from various aspects such as environmental protection,economy and industry policy,but also is in the bottleneck period of strategic transformation and upgrading,and it is very difficult to develop.In order to help company A to achieve the strategic transformation smoothly,along the way of questionnaire survey-results analysis-finding problems-Optimization Design-empirical verification,this paper has designed a performance management system based on Balanced Scorecard for the company to get rid of the performance management dilemma and further improve the level of performance management.Concretely,Firstly,on the basis of the research and summary of the related theories of performance management,this paper analyzes the problems of the performance management of A company through a questionnaire survey,and makes a summary.Then,select the appropriate performance management tools-the balanced scorecard,with the four dimensions of finance,customer,internal process,learning and growth,the paper designed a new performance management combined with the development strategy of the company,and determined the weight of the evaluation index system at all levels by the analytic hierarchy process.Then,based on the fuzzy comprehensive evaluation model,the paper verified and proved the applicability of the weight of the performance evaluation index system at all levels,and proved the optimized weight of the performance evaluation index system is applicable in company A.Finally,the paper summarizes the key of the selection of the performance evaluation index of the balanced scorecard,the function of the optimized performance management system and the applicability of the weight of the index system,and look forward to the future.The purpose of this study is to help company A to solve the problem of performance management,and to achieve the strategic transformation,so as to improve the company's ability to cope with the change of the external environment and the implementation of the strategy,and enhance the internal development power of the enterprise.At the same time,it is expected to provide some reference for the performance management work of the pharmaceutical enterprises in our country.
