With integration of the global economy and China's economic development, both external and internal environment confronted by enterprises are in drastic changes. Gradually increasing competition and pressure impelled enterprises to face new challenge and strengthen strategic management. Performance management system with strategy as its core to turn macroscopical strategic target into recent measurable indicators, enhances the competitiveness of enterprises, thus realizing constant circulation between performance assessment and performance improvement as well as strategic management amendment. Finally enterprise strategic target can be achieved.Balanced Score Card is a core strategy implement tool, an advanced performance measured tool, a communication tool, and an implement system of pursuing process. In this paper, the author applies the Balanced Score Card principle to establish a strategy-oriented performance management system. First, the thesis analyzes the relevant theory, revealing theoretical significance and necessity of the establishment of strategy-oriented performance management, and basic requirements and principles to implement strategy-oriented performance management. Then, based on Balanced Score Card principle, the author uses railway equipment manufacturing enterprise---C company as example, combining with the present existing problems of performance evaluation system of this company, to analyze the specific ways of establishing strategy-oriented performance management system. By analyzing the organization and strategy, setting up strategic target and mission, building strategy map, determining specific index system and standards of four dimensions the author set up a complete performance management system, and tries to combine performance management and strategy management effectively, and to look for the way to realize strategy performance target of railway equipment manufacturing enterprise.Finally, this thesis provides guarantee measures for assessment system of Balanced Score Card working in C company.
