The energy golden triangle of Ningxia,Inner Mongolia,Shaanxi and Gansu is one of the most important energy mineral resources storage areas in China.Over the years,this region has achieved rapid economic development and created the myth of China's economic growth by energy mineral resources.The supply of energy products has provided a strong driving force for China's rapid economic growth in recent years.At the same time,each region has formed a similar industrial structure pattern around the energy industry gradually,and the competition between each other is fierce.The exploitation of these resources has damaged the ecological environment and the overall long-term development interests of the whole energy enrichment area.In addition,the single industrial structure has increased the instability of economic growth.Under the background of the new normal,the negative impact of industrial isomorphism on regional economic development is becoming more and more obvious because of the sharp decline in market demand and overcapacity.It also profoundly threatens the stability and security of China's energy supply.This article makes a systematic study on the degree of industrial isomorphism,the conformation of industrial isomorphism,the formation mechanism and the concrete countermeasures of the industrial isomorphism on the different levels of the study area.It will provide theoretical guidance and practical reference for the coordinated development of industries across regions.in the region and the other similar regions in China.First of all,this article uses the data of statistical yearbook to analyze the overall economic development level and the changes of the three industrial structure since 2000 in the study area.Secondly,Second,this article analyzed the degree and trend of industrial isomorphism by using various industrial isomorphism methods.On this basis,the deviation share analysis is used to verify whether the existing problems of industrial isomorphism have caused negative impact on the development of regional economy in the study area.Subsequently,we use game analysis to analyze the cause and mechanism of industrial isomorphism.The mechanism of the cause of industrial isomorphism is analyzed and studied.Finally,according to the comparative advantages of different regions,this article puts forward some countermeasures and suggestions on how to resolve the undesirable nature of the industrial isomorphism in the study area.The main conclusions are as follows:(1)It can be seen from the situation of the national economic development of nearly 17 years in the study area:the economy of the four areas has improved rapidly with the development of energy resources.The growth rate of the economy is also significant.Influenced by various factors such as resources endowment,traffic conditions and policy efficiency,the economic development gap is clear and expanding.It can be seen from the changes of the three industrial structure in the study area over the past 17 years:the three industrial structure showed the feature of "two,three,one",and the evolution curve of the two and three industry was basically symmetrical in the industrial structure of each region.It shows that the development level of the four industries is obviously weaker than that of the two and three industry in the study area.The two and three industry have become important industries to promote economic and social development in the study area.(2)This article use different index to study the industrial isomorphism.In the three industrial level,the similarity coefficient of industrial structure has reached more than 0.81(2000-2016)by using the similarity coefficient of industrial structure between Yulin,Qingyang,Yinchuan and Ordos.Especially,the industrial structure similarity coefficient between the four cities is more than 0.95,and keep steady after 2013.It shows that the study area has obvious industrial isomorphism in the three industrial level.In industrial level,it can be seen from the Hoffman coefficient of light and heavy industry that the Hoffman coefficient of Qingyang,Ordos and Yulin is less than 0.1 for a long time.The development of light industry is better in Yinchuan,and Hoffmnan coefficient still lower than 0.4,which indicates that the industrial process of the four places is obviously presented to the heavy chemical industry.In the proportion of industrial output value,it can be seen that only 18 industries are in the top ten,less than half of the total number of all 41 industrial industries in four places.The most of the top 10 industrial industries are resource-based production relying on rich resources of energy mineral resources.The industrial type of the dominant industry is single and coincident with a high degree in the study area.In the industrial division index,the industrial division index of the industrial division in the four areas is gradually approaching.The industrial division of Yulin and Ordos is the lowest.The industrial division between Qingyang and other regions is the highest.It is clear that if the economic level and strength of adjacent areas are closer,the difficulty of industrial division is higher,the degree of industrial isomorphism is higher,and vice versa.In the calculation results of location entropy,the industry of four regions with strong comparative advantage and concentration level is related to resource industry.The resource industry has become the pillar of economic development in each area.It shows that the industrial isomorphism of the study area is remarkable.From the similarity coefficient of energy industry in the 2000,2005,2010 and 2016,the phenomenon of industrial isomorphism is mainly concentrated on the upstream of the energy industry.Next is the downstream stage.The phenomenon of industrial isomorphism in energy related industries is not obvious.It shows that the low level isomorphism of the energy industry is an main characteristic in the study area.(3)Based on the deviation-share analysis,this article separate the structural share of the economic growth from 2000 to 2016 in the study area.The resulte show that the sum of the economic increment contributed by the industrial structural factors in the study area is positive in past 17 years,which indicating that the isomerization of industrial structure has contributed to the overall economic growth of the region in recent years,but there is still undesirability of industrial isomerization and economic growth in Yulin and Yinchuan.The advantages of industrial structure need to be fully developed.(4)This article analyzes the causes of industrial isomorphism from the aspects of geographical location,resource endowment,taxation allocation and interregional barriers.Secondly,this article analyzes the non market factors of industrial isomorphism by game theory and makes an in-depth analysis on the interests of the central government and the local government in the industrial layout.This analysis found that only the central government's industrial layout policy promoted the development of more areas,local governments could give up the high income energy industry and obey the overall situation of industry.If there is no third party intervention,local governments and local governments will blindly develop the energy industry of low income and high return in order to improve their performance,so as to produce industrial isomoration.Therefore,it is only to perfect the government function,to improve the industrial isomorphism policy environment,to give full play to the comparative advantages of various regions,and to take measures to restrain the unsatisfactory of industrial isomorphism can we realize the coordinated development of regional cross-regional industry.It will contribute to the overall interest of sustainable economic and social development in the study area.
