Problems And Countermeasures Of Rural Homestead Management

More people and less land is the basic condition of our country,s land resources.The use of land resources in China is confronted with many contradictions,such as the contradiction between building occupation and protection of arable land,the conflict between land expansion and maintaining a stable ecological environment,and the conflict between scarcity of land resources and abuse of resources.Rural housing land play an important role in China's land construction.Rural residential land is an important part of China's construction land.However,due to the lack of relevant management policies,the current management system cannot adapt to the rapid urbanization and industrialization,and it cannot meet the needs of population circulation,and ultimately leads to rural housing.There have been a series of problems in the construction of the base.On the one hand,the abuse of land resources in rural homesteads is now so serious that despite the fact that a large number of rural people have migrated to cities and towns,the land scale of rural homesteads has not decreased but this phenomenon has exacerbated the scarcity of land resources in China.On the other hand,the relevant lawful rights and interests of rural homesteads(such as the legal application for homesteads and the right to use usufructs on homesteads,etc.)are lack of guarantees,resulting in illegal behaviors such as the unauthorized construction of rural homesteads.On the basis of the relevant theoretical research and the empirical results,this paper puts forward the corresponding management strategies based on the actual management of the homestead in Zhaos Town.Firstly,efforts should be made to explore the paid distribution mechanism of homestead,to promote the system of graded base arrangement.Secondly,we should explore the long-term effective mechanism of paying off the housing base,and thirdly,actively implement the paid use and supervision of homestead.
