With the fast development of industrialization and urbanization, the demand of urban construction land increased rapidly, which lead to the huge loss of arable land around the city. At the same time, Housing construction in rural areas has been occupying arable land constantly, which is a serious threat to the food and ecological security of our country, and the conflict between people and land becomes more acute. Ezhou City, Hubei Province, the first urban-rural integration pilot cities and rural construction land linked to changes in the demonstration area, with a typical instructive. Ezhou City act as the first urban-rural i ntegration pilot city and the demonstration area of increase or decrease link on urban and c ountryside construction land of Hubei province, and its experiences of land use and manag ement have a typical reference value for other place.The paper summarized the practical experiences of economical and intensive of rural homestead land in the district of increase or decrease link on urban and countryside constr uction land of Ezhou city, builded a valuation system and carried out empirical research, t o provide some policy suggestion for raising the level of economical and intensive of the r ural homestead land. The research provided some instructive significance from the theory and practice for perfecting the evaluate index system of economical and intensive of rural homestead land, promoting the economical and intensive utilization for Hubei province an d the central region of China, and modifying and adjust the General plans for land use at al1levels.From defining the connotation of the economical and intensive of land, and explainin g the theory of urban-rural harmonious, the supply and demand theory, and law of diminis hing marginal returns of land, with the method of questionnaire surveys and field research, the paper summed up the problems of the rural homestead land; summarized and compare d the practices and experiences of economical and intensive utilization of the homestead; c ompared the economical and intensive level after consolidation with that before; and discu ssed the relationship between the degree of the economical and intensive utilization of ho mestead land and the area of homestead land and the amount of capital invested; and put f orward some policy recommendations.This article gets the following conclusions:(1)The economical and intensive utilization of Ezhou city’s homestead mainly have two types:The government domination type and enterprise domination type. Although these two types have their own advantages and disadvantages. But compare to the government leading type, the enterprise domination type can solve financial problems better. It’s has the advantage of backwardness, and more worth be promoted.(2)Homestead consolidation can generally improve the task of economical and intensive utilization level, The relationship between the improvement of homestead’s intensive utilization degree and average land investment is reverse. The relationship with average household investment is positive. The higher of the rural homestead’s economical and intensive degree, the more average land investment be used to improve average intensive degree.(3)In order to improve rural homestead’s economical and intensive utilization, need to basic management, funding guarantee, land market construction, index income distribution and policy propaganda in such aspects as give relevant auxiliary and cooperate.Because of the difficulties of data collection, this paper doesn’t take microscopic main body (natural village) as evaluation unit, and the construction of the indicator system also are not perfect. These will be in some extent effectiveness and practical guiding value of the economical and intensive utilization evaluation. These need to be further improved and perfected in the future study.
