In the new round of scientific and technological revolution in the 21 st century,high-tech industries with knowledge-intensive and technology-intensive technologies have rapidly emerged with their unique advantages,and have become the backbone of economic growth in all countries.Since the implementation of the "863 Plan" in China,high-tech industry development has achieved remarkable results.However,due to China's long-term extensive economic growth model and high consumption of production resources,the high-tech industry is facing the predicament of inadequate input of factors,coupled with the late development of the industry itself,the resource allocation situation is not good enough,making China's high-tech industries and developed countries still have a big gap,and many cutting-edge technologies still need to rely on imports.In order to develop new and high-tech industries better and more efficiently,it is necessary to fully grasp the development trend of China's high-tech industry efficiency and identify potential drivers for improving the efficiency of this industry.factor.This paper uses a Three-phase DEA model to measure the industrial efficiency value of the high-tech industry in the current economic environment from 2007 to2016 in 30 provinces in China and the real industrial efficiency value after removing the environmental impact.Based on the changes in efficiency values over the past 10 years,the changes in the efficiency of high-tech industries in various provinces in China and their spatial differences were studied.And comparing the changes in the efficiency value of high-tech industries before and after removing environmental factors,and analyzing the impact of various environmental factors on industrial efficiency.On the basis of efficiency value measurement,this paper further uses Exploratory Spatial Data Analysis(ESDA)to study the spatial effect of high-tech industrial efficiency among the provinces in China,and fully reveal the development trend of China's high-tech industry efficiency.The research results show that the efficiency of China's high-tech industry has gradually recovered after a sharp drop in 2008,but the overall efficiency value is stillat a relatively low level due to scale constraints.In the period 2007-2016,the efficiency of high-tech industries in each province is quite different,but there has been a convergence trend.Environmental factors such as the level of regional economic development,competition,government support,import and export trade,use of foreign investment,and transportation infrastructure have a significant driving effect on the efficiency of high-tech industries,and weaken the spatial differences.From the spatial effect point of view,China's high-tech industry efficiency has a significant spatial positive correlation.high-tech industry efficiency of Gansu and Xinjiang show low-low low and low agglomeration,and the scope has gradually expanded,which has caused a marked low-low agglomeration trend in the northwestern region and Inner Mongolia and surrounding areas.The high-tech industry in East China has experienced rapid growth in efficiency,and has a strong positive driving role,resulting in rapid and high agglomeration in the surrounding areas.The spatial linkage of high-tech industrial efficiency among other regions is not obvious.
