In the context of promoting high-quality economic development and building a modern economic system,innovation has become the first driving force for development.High-tech industry is an innovation-driven industry.Promoting the development of high-tech industry is an important measure for the implementation of innovation-driven development strategy.And it is an important support for promoting the healthy and rapid development of the economy.Under the condition that China strongly supports the innovation and development of high-tech industry,the development of high-tech industry has a good momentum.The innovation capability of high-tech industry has improved significantly.However,the improvement of the innovation capability of high-tech industry mainly depends on a large amount of investment in innovation resources.The high-tech industry still has some problems,such as low technology R&D efficiency,weak R&D achievement transformation ability,and uncoordinated development among regions.These problems have seriously affected the high-quality development of high-tech industry.Based on this,on the basis of the relevant theoretical research on the technology innovation efficiency,this paper conducts an in-depth study on some related issues such as the spatial-temporal differences and influence factors of the technology innovation efficiency of high-tech industry.First of all,this paper accurately measures the efficiency of technology innovation in high-tech industry,and analyzes their spatial-temporal differences and convergence.Then based on the comprehensive identification of the influencing factors of technology innovation efficiency in high-tech industry,this paper further explores the interaction mechanism of influencing factors.Finally,according to the research results,this paper puts forward some countermeasures to promote the improvement of technology innovation efficiency in high-tech industry.The main research contents of this paper are as follows.Firstly,this paper analyzes the basic theory and constructs a research framework.Based on the research on the concept of technology innovation and the connotation characteristics of high-tech industry,this paper defines the connotation of technology innovation in high-tech industry.Then according to the technology innovation process,this paper divides the technology innovation process of high-tech industry into two stages: technology R&D and economic transformation.Meanwhile,based on the analysis of the concept of technology innovation efficiency,this paper defines the technology innovation efficiency of high-tech industry.At last,based on theoretical research,this paper builds a research framework for technology innovation efficiency in high-tech industry.Secondly,this paper studies the evaluation of technology innovation efficiency in high-tech industry.This paper introduces some measurement methods of technology innovation efficiency in high-tech industry,mainly including the super-efficiency DEA model and the calculation method of total efficiency.Then this paper establishes an input-output index system of technology innovation efficiency in high-tech industry.At last,this paper uses the super-efficiency DEA model to measure the technology R&D efficiency and the economic transformation efficiency of high-tech industry,and calculates the total efficiency level according to the formula.The results show that: The efficiency level of technology innovation in high-tech industry is not high as a whole,and the technology R&D efficiency and the economic transformation efficiency of high-tech industry in most provinces are low.Thirdly,this paper analyzes the spatial-temporal differences and convergence of technology innovation efficiency in high-tech industry.And it uses the nuclear density estimation method to study the evolution trajectory of technology R&D efficiency,economic transformation efficiency and total efficiency of high-tech industry in time.The results show that: The three efficiencies all show a fluctuating trend,and there are multiple levels of differentiation.Then this paper uses the Theil index method to analyze the regional differences of technology R&D efficiency,economic transformation efficiency and total efficiency of high-tech industry.It is found that these three efficiencies show obvious regional differences,and intra-regional differences are the main reason for the total differences.At last,this paper analyzes the convergence of technology R&D efficiency,economic transformation efficiency and total efficiency of high-tech industry through ? convergence and ? convergence.The results show that the technology innovation efficiency of high-tech industry in most regions is convergent.Fourthly,this paper identifies and analyzes the influence factors of technology innovation efficiency in high-tech industry.It uses the literature coding analysis method to preliminarily identify the influencing factors of technology innovation efficiency in high-tech industry,and finds that there are many influence factors of technology innovation efficiency in high-tech industry.According to the attributes of influence factors,this paper divides them into seven themes: the quality of innovation elements,industrial organization,industrial agglomeration level,industrial openness,industrial innovation orientation,technical factors and environmental factors.Then this paper uses principal component analysis to analyze these influence factors and obtain the principal components of these influence factors.At last,this paper uses panel data regression model to study some main influence factors of technology R&D efficiency and economic transformation efficiency.The main influence factors of technology R&D efficiency include capital composition,patent quality,industrial agglomeration,knowledge spillovers,foreign investment entry,technology sources,cultural environment,institutional environment,financial environment and industrial structure.The main influence factors of economic transformation efficiency include capital composition,talent structure,enterprise scale,market structure,government support,industrial performance,knowledge spillover,innovation opportunity,innovation mode,human resource level,science and technology level,economic level,institutional environment and basic environment.Fifthly,this paper studies the mechanism of influence factors of technology innovation efficiency in high-tech industry.It makes a theoretical analysis of the interaction between the influence factors of technology innovation efficiency in high-tech industry,and constructs a theoretical model of the mechanism of influence factors.Then this paper uses Granger causality test to test the relationship between the influence factors in the theoretical model.At last,this paper uses an interpretative structural model to analyze the intricate interaction between the influence factors.At the same time,it divides these influence factors into surface layer factors,middle layer factors and deep layer factors.Sixthly,this paper puts forward countermeasures to improve the technology innovation efficiency in high-tech industry.Combining theoretical research and empirical analysis results,this paper puts forward some relevant countermeasures to promote the technology innovation efficiency in high-tech industry from the aspects of strengthening the allocation and management of innovation elements,timely adjusting the industrial organization structure and agglomeration level,strengthening the management of technology introduction,optimizing the innovation development environment and promoting the collaborative development of technology innovation efficiency.
