The sustained and rapid growth of China's economy is called "the miracle of China's economic growth",but at the same time there are many problems: the uneconomy of a long term mode of production、the environmental pollution owing to the backwardness of the concept of development,the obvious problem of tightened resource,the not radically improved problem of economic quality;the increasingly prominent problem of overcapacity,supply and demand brought by the overemphasis on the quantity of economy and the neglect of the quality of the economy;The rise of labor cost and the lag of innovation technology have made the decline of competitive ability become an important reason for the slow growth of the economy.China's economy has entered a critical transition period and is in the critical period of changing the way of development,optimizing the economic structure and changing the momentum of growth.The 19 yh CPC national congress report pointed out that we need to push the reform the ecomic quality,efficiency and driving force.From the "green" economic quality,efficiency and the momentum of sustainable economic growth,this paper have studied the time evolution of green economic efficiency and regional differences,the space pattern of county green economic efficiency,and the comparison of traditional economic efficiency,the GTEP and the drive mechanism.This paper also breaked through the single evaluation model,using the efficiency evaluation index of “green”,and the scientific evaluation model of “super efficiency” to realize the reanalysis of the efficiency with the meaning of “economics” from “Geography”,and we got good innovation in research perspective,research content and methods.Selecting the big province of population,industrial and economy,Shandong prownice of eastern region,which situation is similar to china,as our research object,from the provincial,city and county three level scale,analyising the evolution of the green economic efficiency,regional differences and driving mechanism,providing empirial case to solve the current quality,efficiency,drive problems and the current social contradictions of imbalance and inadequate development that China faced.The main conclusions are drawn.(1)The economic base of Shandong's green economy development: Shandong's economy is shifting from "low-end high-speed" to "high-low-speed",the overall development trend has changed from "quantity" to "quality",historic breakthrough in industrial structure,total factor productivity The continuous growth,the relationship between economic development and resources and environment,from the weak decoupling state to the strong decoupling state,provides the foundation for the development of green economy.However,behind the economic scale of Shandong Province,there are still hidden concerns of “poor stamina,big but not strong”;longstanding backward development concepts and lower-level industrial structures are the main reasons for its low economic efficiency;geography has not been fully realized.Advantages and long-term excessive dependence on exports to drive its economic development to face "difficulties of internal and external problems";Shandong Province,the problem of unbalanced and uneven economic development and other issues become the current price segment of Shandong Province,the development of green economy is facing an important problem.(2)The evolution of green economy efficiency and regional difference in Shandong Province: from the perspective of the evolution of comprehensive efficiency,pure technical efficiency and scale efficiency,under the premise of effective implementation of pure technical efficiency,it is an effective way to enhance the scale economy and enhance the efficiency of green economy.But when the scale efficiency is increased to a certain level,it is difficult to improve,depending on the input and output expansion brings agglomeration effect to promote green economic efficiency era has ended,relying on technical innovation,the age difference in the development of economy;comprehensive efficiency,technical efficiency and scale efficiency of the green from Seventeen cities in Shandong province and the equilibrium degree,the overall level of green economic comprehensive efficiency is low,the comprehensive efficiency of the green economy,very few can reach the optimal level,and green economic comprehensive efficiency,pure technical efficiency and scale efficiency of interval equilibrium degree increased in sequence;overall,technical efficiency,scale efficiency is not sufficient and necessary conditions of green the economic efficiency,but the difference of characteristics of different development efficiency makes influence on green economic efficiency under the different phase difference.At this stage,the basic trend of scale efficiency is stable after reaching a certain degree,and pure technical efficiency is the key.(3)The green economy efficiency of spatial pattern of county of Shandong Province: high level and high level of green economic efficiency county showed "dot" and "linear" distribution,low level of the same,but the overall technological progress and scale efficiency of green TEP control is obvious;the spatial distribution of green TEP growth in Shandong province is gradually to be concentrated,the green economy efficiency spatial distribution trend.(6)The influencing factors and driving mechanism of green economy efficiency in Shandong Province: natural condition is the cornerstone of the development of a region,and is the key to achieve green economic development and efficiency improvement.The rational use of social conditions in the human capital is the key;infrastructure is an important guarantee of economic development,and also is the foundation of spatial spillover effect path is formed;a good economic basis is the premise of green economic efficiency,but not a sufficient condition,the industrial structure is the key factor to determine the level of green economic efficiency.The increase of input factors produce the scale effect and agglomeration agglomeration effect produced by one of the promotion of green economy become the driving efficiency;driving technology is very important to the development of Shandong Province,the green economic efficiency;the physical mechanism,good management,advanced production experience for the improvement of the efficiency of the green economy provide active mechanism.(7)Research suggestion: in order to achieve sustained growth and balanced development of green economy efficiency,Shandong province cannot do without the joint role of economic quality,economic efficiency and technological innovation drive.To promote green economic development,strengthen the conservation of resources,the system first,the development of circular economy,clean production,improve the quality of the economy;around the city for their own development characteristics,the formulation of the development strategy to enhance its economic efficiency;perfecting the mechanism of technological innovation,pay attention to the sea to enhance the technological innovation capability,the implementation of talent strategy,technological innovation and play drive.Due to the short time,limited data and the ability of the author,this paper is not deep enough to study the time sequence,the connotation of green economic efficiency and the research of influencing factors,so we need further improvement.
