Entering the 21 st century,China’s economy is increasing rapidly and people’s living standards improved significantly,but there are also serious ecological environmental problems.In recent years,in order to eliminate the ecological concerns because of the previous development model,China paid high attention to the ecological protection and built a beautiful country by pursuing the concept of lucid waters and lush mountains are invaluable assets.Huaihe River is located in the central and eastern part of China,the overall economic development is relatively backward,environmental pollution is prominent,and ecosystem degradation is serious.For all this,the Development Plan of Huaihe River Eco-economic Zone is approved officially by the State Council in October 2018,meaning the Huaihe River Eco-economic Zone has risen to the national strategy.The plan requires Huaihe River Eco-economic Zone accelerating green economic development.At present,the green economic development has become the mainstream,Huaihe River Eco-economic Zone create a successful one for its own green development road under the guidance is significant.As a result,it is worthy to make further studies on evaluating objectively green economic development level of Huaihe River Eco-economic Zone and putting forward the concrete ways of improving green economy through analyzing influencing factors of green economic efficiency.This paper takes Huaihe River Eco-economic Zone as an example,making analysis and research on the green economic efficiency evaluation and its influencing factors to achieve high-quality development through the development of green economy.First,this paper summarize meanings of green economic efficiency and theoretical basis by the study of literature,through learning from others,this paper takes the total investment in fixed asset,employed population,electricity consumption,water consumption and agricultural fertilizer consumption as the inputs,GDP without price as the desirable output,industrial wastewater,industrial sulfur dioxide,industrial soot as the undesirable outputs,and uses the Super-SBM model under considering unexpected output and ML productivity index,from the perspective of both static and dynamic,to evaluate green economic efficiency level of 25 cities in Huaihe River Eco-economic Zone from 2005 to 2017.Secondly,this paper uses comparative method to analyze the spatial-temporal change characteristics.Third,factors to influence green economic efficiency,including of the level of economic development,industrial structure characteristics,the degree of opening up to the outside world,the level of urbanization,government behavior and corporate behavior,are discussed by qualitative and quantitative method and Tobit regression model.Finally,the paper proposes the policy suggestions to improve the green economic development and promote high-quality economic development of Huaihe River Eco-economic Zone based on the empirical conclusion.The main research conclusions are drawn:(1)Green economic efficiency level of cities in Huaihe River Eco-economic Zone from 2005 to 2017 is not high enough,and its overall trend is decreasing.The green economic efficiency of East Sea-River-Lake Interaction Zone is higher than that of Midwest Rising Zone and the North Huaihai Economic Zone,similar results have been obtained by calculating ML productivity index,according to the decomposition of the ML index,it is concluded that the decline of the green economy efficiency mainly due to the decrease of the technological progress efficiency.(2)The spatial-temporal differences of green economic efficiency in Huaihe River Eco-economic Zone are significant and unbalanced regional development is prominent.From the perspective of regions,the overall difference of green economic efficiency in Huaihe River Eco-economic Zone is increasing and the difference mainly comes from within the three subdivisions,the difference between regions is not big.From the perspective of city,cities with high levels of green economic efficiency are mainly distributed in the East Sea-River-Lake Interaction Zone.(3)Green economic efficiency of Huaihe River Eco-economic Zone is affected by a number of factors.There is a significant U-type relationship between the level of economic development and green economic efficiency,now Huaihe River Eco-economic Zone is generally on the left side of the U-type,illustrating that the level of regional economic development is not high and great development potential.The ratio of the secondary industry output to tertiary industries output has a significant positive impact on green economy efficiency,illustrating the proportion of the secondary industry in the region is significant,industrialization is obvious.Foreign capital actually used has not significant effect on the green economy efficiency and the level of regional openness needs to be improved.The level of urbanization has a significant adverse effect on the green economy efficiency.The financial expenditure of science and education has a significant positive impact on the green economy efficiency.The impact of enterprise cleaner production capacity to green economic efficiency is not significant.According to the above research conclusions and background of Huaihe River Eco-economic Zone,this paper puts forward relevant policy recommendations for the development of green economy in the whole region and three subdivisions.The first is to promote the optimization of the industrial structure.The second is to promote new urbanization Construction.The third is to increase investment in science and education.The fourth is to improve the quality of foreign investment.The fifth is to promote balanced development among regions.
