As a major issue of regional and urban development,urban key projects have become the "growth pole" of the current rapid economic development,the “catalyst” of industrial adjustment and the “steering wheel” of structural transformation.At the same time,whether the management structure of the urban key projects is reasonable,whether the system and the method is perfect is directly related to whether the key projects can be successfully promoted and the public image of the government and the interests of the masses.On the basis of summarizing the existing literature at home and abroad about key project management,this study takes the key project management of Suzhou as the research object,studies the administrative process of urban key project management,summarizes the achievements,analyzes the main problems,explores the causes of the problem,and finally puts forward the countermeasures and suggestions for further optimization of urban key project management.This paper is divided into six chapters:The first chapter introduces the research background,theoretical and practical significance of the two levels.Based on the existing research status of project management at home and abroad,combined with empirical research,this paper puts forward the basic ideas and methods of this study.The second chapter defines two core concepts of project management and city key project management.At the same time,this study puts forward 4 theoretical basis,namely,the new public management theory,project management theory,system engineering theory and total quality control.The third chapter takes Suzhou as an example to study the management status of key urban projects.The whole government process of key project management is described,and remarkable achievements are summarized.The fourth chapter,through the analysis of the questionnaire,concludes that the main problems of the key project management in Suzhou are divided into two aspects of the government management and the enterprise itself.The fifth chapter analyzes the reasons for the problems in the management of key projects in Suzhou from objective aspect and subjective aspect.The objective reasons include the complexity of the macroeconomic situation and the imperfect theoretical support;the subjective reasons include the relative lag of government function construction and the failure of the enterprise confidence to recover.The sixth chapter puts forward three suggestions to further optimize the management of urban key projects,including optimizing the top level design,scientific planning,refining the work measures,strengthening the project promotion,strengthening the guarantee of the elements and improving the business environment.In the final conclusion,this study suggests that the management of key projects should be Omni-directional and multi-angle,and should not be minor and subjective.Key project management should become a system as soon as possible,so as to push forward the urban economic development and government administration work to a new level.
