Problems And Countermeasures Of Pre-project Management Of Chongqing Yuzhong District Government Investment Projects

Yuzhong district is the center of chongqing city, during "13'th Five Year Plan" period,yuzhong district is in an opportunity and the critical stage of power conversion and development of transformation,improving the urban comprehensive facilities and public service ability is imperative. In next few years, Yuzhong district will carry out large-scale projects, about infrastructure and social livelihood of the people, most of these are government investment projects. And the work for pre-project, is the assurance of scientificity, rationality and feasibility, the basis of project decision-making, the assurance to eliminate "sanbian" project and waste, the necessary and premise condition for ensuring the smooth implementation of the project. Therefore, paying special attention to the pre-project of yuzhong distict government investment projects is the key to make great efforts to the yuzhong district government investment projects.The article applies two methods, literature research and comparative analysis, to study the pre-project management of yuzhong district government investment projects, and then analysis of the causes of problems. At the same time, it draws on the advanced management experience of government investment projects of other cities in China, and put forward the countermeasures and suggestions to solve these problems.This article contains 6 parts. The first part is introduction, contains the background of this subject,significance of research, literature review at home and abroad,methods and technical route; the second part is the relevant concepts, congtains the concept, relevant theoretical basis; the third part is the present situation, problems and causes of pre-projecet management of yuzhong government investment projects, sets out the present situation, analysises of the five main issues, and find out the causes of them; the fourth part is the pre-project management way of government investment projects of other cities in China and experience for reference, sets out the pre-project management way of government investment projects of haidian district of Beijing,binhai new district of Tianjin, changning district of Shanghai,futian district of Shenzhen, and learn experience from them; the fifth part is the countermeasures and suggestions of early management of yuzhong district government investment projects, at first, a clear division of duties, second, straightenning out work procedures, third, increasing staffing, fouth, increasing project reserves, fifth, standardizing the process management, sixth, ensuring enough funds, seventh, strengthenning the supervision and inspection;the sixth part is the conclusion and prospect, concludes the study, summarizes the deficiencies of this article, and prospects for future research.
