Research On Financing Problems And Countermeasures For Key Construction Projects In Hebei Province

Hebei Province carried out the crucial three-year plan of key projects in the year of 2016,which is the first year of the 13 th Five-Year Plan for Economic and Social Development of the People's Republic of China,considering the construction of key projects as fundamental measures against the pressure of economic downward.Key projects involves strategic emerging industries,modern services,traditional advantage industries,modern agriculture and infrastructure construction enterprises and so on,which reflects the universality in projects selection.The construction of key projects conforms to the trend of transformation and upgrading of industrial structure of Hebei Province,which becomes the important means to promote industrial transformation and upgrading in Hebei Province.At the same time,it provides strong supports for adjusting economic structure and transforming development mode.Each related department of the provincial government attaches great importance to key construction projects in order to guarantee the smooth implementation of the key construction projects and promote the economy stabilizes in Hebei Province.The government tries to build green channel and supplies accurate service for the construction of key projects.Based on summarizing the related literatures of the key project financing countermeasures and suggestions,this article takes financing problems of provincial key projects as the research object,summarizes the main financing problems in the process of the provincial key projects through data analysis.Then it put forward realistic,specific and operational policy advice on how to broaden the financing channels and innovate financing modes to provide strong capital support for the construction of provincial key projects.The full text is divided into four parts:The first part is the definition of relevant concept of key projects financing.In this part,it first defined the scope of key projects and made a simple introduction for investment and financing which involved in this article.And divided key projects into five categories: the strategic emerging industry projects,the modern service industry projects,the traditional industry upgrade projects,the agriculture industrialization projects and the infrastructure projects.The second part analyses present situation of key projects financing in Hebei province on the basis of combing the key projects in different classification.The third part points out the main financing problems of key projects at the present stage in Hebei province,which embodies in simple financing channels,lower indirect financial efficiency,slower development of direct financing and the lack of innovation to financing models.The fourth part is the finance policy suggestions to the construction of key projects.As the core content of this article,this part mainly provided the corresponding policy recommendations to the financing problems which involves in the fourth part in order to promote the progress of the construction of key projects smoothly.It mainly includes strengthen the government's leading and coordinating role,excavate the potential of traditional financing channels,promote direct financing characteristics with social capital financing concurrently and innovate the financing model according to different projects and so on.
