The Problems And Countermeasures Of Rural Land Remediation Project Management-To Shifang

Rural land consolidation project is a necessary means to ensure the balance of arable land and promote the overall development of rural areas. Countries in order to ensure economic development and guarantee the people to eat, since 2008 in all parts of the country large-scale implementation of the rural land consolidation project and have achieved good results, but in the implementation process also exposed some problems. This paper from China’s land consolidation the history and current situation of the project management of Shifang City in Sichuan Province as an example, through to the rural land consolidation project site investigation, survey, interviews, data collection way, of Shifang City land consolidation project management present situation analysis. In the domestic and foreign rural land consolidation project management experience and analysis based on the analysis of project management of rural land consolidation in Shifang city since 2001, summarizes the planning and design, which is exposed in the management of project quality, capital management, land ownership, later management, file management and other issues, the main causes of these problems there are laws and policies are not perfect, industry technology is not mature, imperfect management system, public participation is not enough, the financing channel is not rich, for the root of the problem put forward to establish and perfect the laws and regulations and normative documents, strengthen the construction industry, explore the Countermeasures for the reformation of the management system, to provide reference for rural land consolidation project in Shifang and other areas management.
