Research On Analysis And Countermeasures Of Financing Problems Of PPP Project In Jianyang City

Since the implementation of the reform and opening-up policy,the investment of China ‘s national livelihood projects mostly rely on direct government investment,which has brought huge debt pressure on the government.With the development of the PPP mode,the construction and operation of public goods have entered a new mode.The transformation of government functions has resulted in the optimization of fiscal debt and the effective allocation of resources,and the effective participation of social capital has brought better product quality,and more effective management and operations.The PPP mode has led to a leap of the field of public services.The development of China's PPP mode has gone through a period of blowout,standardization and strict control.In general,the PPP mode has made great contributions to key areas such as infrastructure,resources and ecological protection,environmental protection and public services in China,but the problems such as excessive growth,irregular operations and unscientific management have also emerged in the process of development.However,the most prominent and common problem is the difficulty of financing PPP projects and the low landing rate.This problem has severely constrained the development of China's PPP mode.This paper takes the Jianyang City PPP projects as the research object.Firstly,the author collected a large number of research literature and books on PPP projects financing through consulting resources such as databases,libraries,archives room,and the Internet,mastered the theoretical basis of PPP financing,had an in-depth theoretical understanding of the current situation and problems of PPP projects financing,and clarified the writing framework as well as the research focus of the thesis.Secondly,through field investigation and data collection,the specific cases of the PPP projects financing in Jianyang City were analyzed,and,through interviews with relevant personnel,concluded that the reasons for the difficulties in financing PPP projects in Jianyang City were due to incomplete policies and regulations,low return on capital,insufficient financial strength and uncontrollable project risks,etc.Finally,through the successful issuance of domestic PPP projects asset securitization,a document issued by the Jiangsu Provincial Government to encourage private capital to participate in PPP projects,and the analysis of PPP self-examination in the Xinjiang Uygur Autonomous Region,as well as the successful PPP financing case studies of developed countries abroad,including the Australia's perfect PPP policies and regulations,the Japanese diversified financing methods,and Canada has reasonable risk sharing mechanism.The author of this paper proposed to improve the financing of the Jianyang City PPP projects from four aspects of improving policies and regulations,improving financing structures,innovating financing modes and raising ideological awareness so as to increase the landing rate of the Jianyang City PPP projects,thereby optimizing the development of PPP mode in Jianyang City and even the whole country.
