The Mechanism Of Land Consolidation To Food Security

From a public management perspective,food security as a noncompetitive,nonexclusive pure public product is the priority for Chinese government to guarantee.Different from previous studies,this paper focuses on the tool of land consolidation and studies its mechanism of action on food security.It also focuses on the government-led land consolidation model,the new-type land management model of the main business,and the land consolidation model of peasant autonomy.Analyze the differences in food security between the three different land consolidation models.Based on the materials and data from the empirical investigation,in the practice,it is found that land consolidation has played both crucial role and bridging role in ensuring food production security.Different models give different forms and effectiveness.Through research,the following conclusions have been drawn:(1)Government as the subject of implementing land consolidation applies the traditional ?from the top to the bottom? systems engineering,which has played a central role in safeguarding food security and provides a strong guarantee for 1.8 billion Mu arable land through the land consolidation projects such as high standard basic farmland and so on.(2)As for the major grain-growing households of the new type of agricultural management who have effectively supplemented food security,although they pay more attention to profitability,they indirectly provide a useful supplement to safeguard food security and become a main body except for the government.Transferred land of the major grain-growing households is conducive to the development of land consolidation,in turn,land consolidation has also led to land circulation and promoted government-led land consolidation and high standard basic farmland development,which gives a certain degree of stability to effective grain production and strengthens the protection of food security.(3)For the long-term farming farmers who mainly live on growing grains are familiar with their own field and production,they are able to improve the field condition and increase the output effectively by their own autonomy to the land consolidation.With farmers' wisdom,they can also achieve changes of the land condition and ensure the food security by collecting their own small pieces of lands.(4)Different land consolidation models are effective ways to ensure food security,but it also needs to pay attention to the differences brought about by the regions.Therefore,it is necessary to choose suitable models according to local conditions to protect the farmland and increase grain production.
