Research On Rural Residential Land Consolidation Potential Under Food Security Strategy In Boye

Land is a natural and economic synthesis, and it also is an important resource, assets, production materials and of social production and the carrier of national economic development。China is a country with a large population and the contradiction between people and land is obvious. With the socio-economic development and the process of urbanization continues to accelerate as well as the demand for construction land is increasing, food security issues have become increasingly prominent, in order to ensure the demand for construction land, meanwhile to protect the population's demand for arable land resources, that is, food security issues, we need to develop more land to meet future population demand for food. Because of the rural residential land consolidation plays an important role in the optimization of layout and balance the arable land, it becomes one of the priorities work in land consolidation. In order to better achieve balance of arable land, address the issue of food security t only by finishing the rural residential land consolidation.In this study, it takes the Boye in Hebei Province as example, selects as the study of residential land, points at the rural construction land's status quo which is layout in disorder and extensive utilization, and bases on the research the theory of sustainable land use to research the rural residential land consolidation. The paper analysis of the rural residential land consolidation patterns and potential, at the same time, from the cultivated land resources security, bases on the most minimum demand of cultivated land to analysis of the potential of cultivated land additions through the rural residential land consolidation in the natural and economic constraints, this can provided the basis for the land planning and rural residential land consolidation for Boye and the whole North China Plain.PartⅠ: Basing on analysis the food secunity,through the analysis and forecasting means to study the cultivated land which the present and target year of Boye has in the smallest demand.The difference value of cultivated land in the smallest demand between the present and target year is the increased cultivated land by Boye arrangement .The results showed that , the rural residential land consolidation potential in Boye County in 2010 and 2020 are 1056.98 hm2 and 297.53 hm2. Part II:Based on the present analysis of Boye rural residential land,analysis the issues and the cause of emergence existing in this region, put forward the necessity of arrangement.On the premise ,calculated the arrangement potential of rural residential land. Because of the central task of land arrangement is increasing cultivated land arease , From the natural and economic point of view of limiting factors, Further analysis of the increasing cultivated land areaes of Boye rural residential arrangement,The results showed that the cultivated land arease which Boye can be sorted out in 2010 and 2020 are 1015.48hm2～1674.45hm2 and 517.72hm2～663.06hm2.Part III:Put the concept of cultivated land demande saturation degree,study the contrast relation of increased cultivated land area by Boye rural residential land arrangement and based on food security arrangement, to make a conclution,and make divisions of Boye rural residential arrangement styles,in total, get three arrangement styles,the paper has also put forward the suggestions and counttemeasures to the different style areas of arrangement.
