Study On Risk Sharing And Income Distribution Of PPP Projects In The Medical Field

From the end of 2013,many local governments are facing the dilemma of tight financial resources.In order to better provide public basic services,the country needs to explore new financing methods to obtain construction funds.The PPP model has received a lot of new financing models.Policy support.Under the dual benefits of actual needs and policy support,PPP projects in the medical field have been put on various government agendas.However,the current PPP project in the medical field in China is still in the initial exploration stage.In addition,the operating period of the PPP project is generally more than ten years or even several decades.Therefore,China has no experience in the application of PPP projects in this field.Whether or not the PPP model can operate in a healthy and sustainable manner depends on whether its risk sharing and income distribution mechanisms are sound and reasonable.The PPP project in the medical field also has its own particularity,which determines that the PPP mode should have its own characteristics in the medical field.This article first elaborated the theoretical knowledge of PPP,introduced the current development status of PPP projects in China's medical field,and pointed out the problems.Then the PPP project of a public hospital in the medical field was selected for analysis.From the third perspective of the project,the specific process of the implementation of the PPP project,the approach,the main risk points of the implementation process and how to deal with it,were combined with qualitative and quantitative analysis.The method focuses on the characteristics of the project in the risk sharing and income distribution mechanism,points out the inadequacies of the project,and puts forward corresponding suggestions for improvement.It also summarizes the successful experience of the project entering the implementation stage,and can also provide experience for other PPP projects in the medical field,making PPP projects better landing.In short,in the face of PPP projects in the medical field,only by establishing a scientific and rational risk sharing and income distribution mechanism consistent with the actual situation in the field,can we continue to attract social capital to join in the construction of the project,improve people's living standards,and promote Social economic growth.
