Accompanied with the reform and exploration of rural credit system and measures to support rural areas,agriculture industry and peasants' development and construction of socialism new countryside,rural commercial bank is playing a more and more significant role and making great contribution to agricultural development.Currently,what rural commercial bank should consider is how to do service better accompanied with being larger and stronger in order to facilitate agricultural financial service and better accomplish the goal of emphasizing the basic fundamental function of agriculture.More and more rural financial bodies have been diversified in the market and the competition is becoming fiercer.Rural commercial bank economic efficiency has been challenged as well as its internal performance assessment.In order to realize sustained development and improve core competitiveness,almost regional rural commercial banks have conducted human resources management reform work focused on performance assessment.For rural commercial banks,the success of reform is directly determined by the optimization of performance assessment system.This thesis will use the HF rural commercial bank as the study case,by analyzing the current performance assessment method of HF rural commercial bank and selecting information as well as conducting interviews,it analyzes the current performance assessment status of the bank and find out question and causes existed in this status.Based on this,it will carry over and absorb business concepts and performance assessment system from domestic and external modern commercial banks,optimize current performance assessment methods,goals,ideas,structure and workflow to better encourage the employees' working enthusiasm and initiative combined with multiple modern performance assessment tools and methodologies.Meanwhile,after the optimized employees' performance assessment is applied,it will facilitate the daily working in the bank,stimulate employees to improve and optimize working performance and hence improve the effectiveness of bank internal management and safeguard the smooth and rapid development of various businesses in rural commercial bank.
