Rural commercial bank is restructured from rural credit cooperative,as a result,the administrative characteristics embedded in the depth of the organization has not been eliminated yet as its management philosophy is not able to keep pace with the times and it cannot completely adapt to the market economyenvironment filled with cut-throat competitions.As an important link of business management,human resource management is the experimental field,the management philosophy of which is the first one to be reformed.Performance assessment is one of cores of human resource management.It can be said to be the driving power of human resource management and also the propelling power of enterprise development.An accurate performance assessment can provide valuable reference for enterprise allocating human resource rationally,instilling unceasing positive energy for enterprise development.Based on the above background,taking the account manager post of Jiangsu Sheyang Rural Commercial Bank as an example,this paper presents the current situation of performance assessment system of account manager post in Sheyang Rural Commercial Bank through document research,interview and questionnaire survey.It also dissects the existing problems in present system and finds out the reasons.Combining the real situation of Sheyang Rural Commercial Bank,this paper brings in performance management philosophy of balanced score card and reconstructs the performance assessment system of account manager post of Sheyang Rural Commercial Bank.The new one will be more scientific and reasonable.It will make a comprehensive evaluation from four dimensions,which are finance,clients,internal process as well as learning and growth.Combined with strategic conception of Sheyang Rural Commercial Bank,it focus more on retail operational index,risk control indicator,quality indicator of service on selection of indicators design.The weight inclines to internal controls and clients to a certain degree,so as to enhance the comprehensive quality of account manager in Sheyang Rural Commercial Bank,promote the human resource management level and help Sheyang Rural Commercial Bank to realize its strategic vision.This paper falls into six chapters.The first one introduces the research background,purpose and meaning of this paper,summarizing the research method,tools and technical route;the second chapter summarizes the performance assessment theory and especially the balanced score card;the third chapter presents the current situation of performance assessment about account manager post in Sheyang Rural Commercial Bank and analyzes the problems;the fourth chapter conducts new performance assessment system design with the application of management theory about balanced score card;the fifth chapter illustrates the implementation method and safeguard measures for the new performance assessment system of account manager post in Sheyang Rural Commercial Bank;the sixth chapter concludes the research and proposes the existing deficiency.
