Forestland owned by the collectives is so important that it shoulders the responsibility to balance the rural ecological environment and guarantee the basic livelihood of the farmers. Forestland contains dual legal characteristics that are resources and property. With the development of sustainable development, forestland gradually reflected in many advanced concepts such as equality, natural rights, survival, protection, efficiency, social sharing. The lagging property rights system has been unable to adapt the needs of social development. Through reform to perfecting the system of collective forestland property rights has become an urgent task.Collective forestland property rights system determines the development of forestry in rural areas and farmers livelihood stability. In our country, there are some conflicts in current collective forestland property rights system. It is imperative to rebuild the collective forestland property rights system, and content to guide it from the pursuit of "economic efficiency" to the modern system which hold on eco-priority goal, both attach importance to equity and efficiency.To perfect the collective forestland property rights system, at first, we should put the theories of Property-Expectations and Stakeholders into practice, in order to lay a theoretical foundation of explore and build a modern property rights system. Then, re-construct the content of collective forestland property right, divide the property rights into two major categories. Thirdly, promote the main reforms of collective forestland property rights system, and improve the supporting systems. At last, according to the extent of benefits associated, construction of forestland stakeholder management strategy. In accordance with the above steps, improve China's collective forestland property rights system.
