Kunming Track Investment PPP Model Research

The urban rail transit in China has become an important way to solve the problem of urban public transport in many cities, but its huge investment, long construction period, professional operation management, profit, urban rail transit generally face construction investment shortage of funds and operating loss quantity problem, resulting in urban rail transit should rely on subsidies in order to achieve the construction and operation of the situation. How effective innovation, the establishment of project investment and financing mode, to solve the shortage of funds, alleviate and eliminate the pressure on government finances, operation loss, how effective implementation of government and social capital cooperation mode has become domestic government, enterprise research important topic. The main contents of this paper are as follows:First of all, on the basis of project management theory, project management theory and investment theory, analysis of Kunming city rail transit financing mode of Kunming city rail transit financing problems on the basis of summing up; secondly, using case analysis and comparison of PPP rail transit project on domestic and foreign successful the method of comparative study, and to summarize the successful experience, characteristics of PPP innovation model for Kunming Metro Line 4 and provide reference; furthermore, combined with the Kunming policy environment and PPP mode in the Metro Line 4 by feasibility analysis, construction of PPP innovation model in line with the actual Kunming, and put forward the implementation measures according to the PPP model, to ensure the smooth implementation of the Kunming Metro Line 4 project; finally, the conclusions of this study are summarized, and the paper puts forward the prospect of the perfection of the later period of the thesis.
