Research On Performance Evaluation Of Financial Funds For Poverty Alleviation

With the development of modern civilization,the problem of the gap between rich and poor is becoming more and more important in the world.Helping the poor is an effective way to eliminate poverty by all countries in the world.Since the reform and opening up to this day,China has become the second largest economy in the world.China's economy has a high economy like sesame,and hundreds of millions of working people participate in the social division of labor through labor,earn legal income,and succeed in poverty alleviation.But it is clear that China is still the largest developing country in the world.It is our long-term goal to eliminate poverty,to achieve common prosperity and to realize the great rejuvenation of the Chinese nation.Under the leadership of the Communist Party of China,under the guidance of government work and the support of people from all walks of life,the work of poverty alleviation has achieved great achievements,the number of poor people has fallen sharply,and the living standard of a large number of poor households has been greatly improved.Providing economic support for the poor is an essential part of the means of poverty alleviation.Whether it is to direct funds to help or promote the poverty alleviation of the industry,financial support for poverty alleviation and development is an important guarantee for the development of poverty alleviation work.With the extensive development of poverty alleviation work and the deepening of academic research,people have already turned their attention on the amount of financial aid to the poor to pay attention to the utilization efficiency of the poverty alleviation funds.How to build a more scientific and reasonable index system for the evaluation of financial poverty alleviation funds and improve the government's use and use of the funds for poverty alleviation.In order to better achieve the goal of eliminating poverty,it is the fundamental purpose of this paper.Y county is a poverty-stricken county in Jiangxi province.The poverty situation is representative.On the basis of learning and drawing on the academic research on related issues at home and abroad,according to the actual situation of the poverty alleviation in Y County,this paper uses the related theory of financial aid for poverty and factor analysis,and the data of the financial aid for poverty in Y County in 2006--2016,using the literature research method,factor analysis method,comparative analysis method and field investigation.In this way,eight indexes,such as investment funds,investment funds of rain and dew plan,investment in infrastructure construction,investment in infrastructure construction,total value of regional production,total output value of first industry,net income per capita of farmers,financial income and so on are selected and evaluated by the method of evaluating the performance of financial aid for poverty.The index system is applied to analyze relevant data by using SPSS software,and then make quantitative analysis of the utilization efficiency of Y county's poverty alleviation funds.The article has some innovation in index selection.The main data sources are Jiangxi Economic Yearbook and Y County statistics department.Analysis conclusion: from 2006 to 2016,the utilization efficiency of Y county's poverty alleviation funds increased steadily.Among them,the use of financial aid for poor funds in 2012 is highly efficient and has comparative advantages.In 2016,the use efficiency of the financial aid for poor funds is relatively low,which is relatively inferior to the other years,which is caused by excessive investment.Based on the above analysis,I put forward three policy suggestions: first,to ensure capital investment,improve the allocation of funds;second,promote industrial poverty alleviation,promote coordinated development;third,the establishment of assessment system,the implementation of special evaluation.We should attach importance to the use of poverty alleviation funds,identify the direction of investment,conduct performance appraisal of funds,and make scientific,precise and rationalized results.
