Anti-Poverty is a common issue that human development will surely face in the future and past, China’s financial poverty alleviation mainly depends on government investment in public resources and strong executive power to promote, it has gone through a process of evolution that from the "relief-type" poverty alleviation to the "development-oriented" poverty alleviation, and finally to "participatory" poverty alleviation,the goals of poverty reduction are also gradually change from adequate food and clothing to enhance the anti-poverty ability .Facing the new problems such as the concentration of poverty is reducing; the self-development ability of poor households is weak and so on, this paper selects“The village level”poverty alleviation as an entry point, in the low-capacity-based perspective, I put forward the concept of the guidance of improving the capacity of the poor and comprehensive performance, do the research of the meaning of Participatory Poverty Reduction、Village-level poverty reduction program and their characteristics, and describe the current performance of poverty alleviation funds with the help of the data provided by Rural Poverty Monitoring Report, in order to laid a theoretical basis for building a reasonable performance evaluation model in the future.In the empirical part, I also collaborate with other members of team to design and dissemination the questionnaires relating to the ability to improving anti-poverty-oriented measure of financial performance indicators to help the poor funding of the survey questionnaire, then I analysis the survey data with the help of related software, following the principle of system construction and impact factor of Performance measurement and select the appropriate indicators of Performance Measurement System from the Financial Economic Performance, Social Performance, and Ecological Performance of the three dimensions of poverty relief funds, ,finally make some relevant policy recommendations for the existing shortcomings in the poverty alleviation work.
