With the development of human society,the social phenomenon of poverty has a long history.Under the dual influence of natural conditions and historical development,China's economic and social development are affected by it.It is mainly reflected in the wide coverage of poverty,the large number of poor people,and the task of reducing poverty is onerous.Poverty alleviation in China is a special public welfare work that is led by the government.The progress of poverty alleviation is closely related to the support of financial funds.In recent years,China 's investment in poverty alleviation has increased year by year,providing a lot of support for reducing regional poverty,especially rural poverty.The number of poor people has decreased significantly,and the level of infrastructure in poor areas has improved significantly.However,with the increase of poverty alleviation funds,the management and evaluation of the performance of poverty alleviation funds have received more and more attention.How to make the limited poverty alleviation funds reach their maximum effectiveness and achieve the "financial use" has always been a hot issue for scholars and governments.This article takes the performance theory,the theory of vicious circle of poverty,and the theory of regional development as the theoretical basis,and takes the poverty alleviation funds invested by Yongdeng County as the research object,and takes the financial poverty alleviation funds input and output performance of Yongdeng County from 2014 to 2018 as the research samples,Using the literature research method,comparative research method,survey research method,etc.,in order to address thereality that the scale of financial poverty alleviation funds in Yongdeng County has increased year by year,but the marginal effect of poverty reduction has been reduced,Set up performance evaluation indicators and methods for the use of poverty alleviation funds in the poverty alleviation phase of Yongdeng County.Analyze the collected data of financial poverty alleviation funds,obtain the evaluation results and analyze the reasons for the results,and systematically summarize the use of poverty alleviation funds and poverty alleviation results in Yongdeng County during the poverty alleviation phase.Finally,by analyzing and summarizing the anti-poverty experience of regions and countries with similar geographical locations,similar development ideas,and similar economic foundations,actively drawing on effective measures,and proposing ways to optimize the performance of poverty alleviation funds in Yongdeng County.One of the innovations of this article is to supplement the research on performance evaluation of poverty alleviation funds in the poverty alleviation stage in the process of precision poverty alleviation,to make up for the lack of general research on performance evaluation of precision poverty alleviation funds.It has certain practical significance for regulating the management of financial poverty alleviation funds and improving the output efficiency of financial poverty alleviation funds at the current stage.Second,it can provide a more scientific performance evaluation system for the use of poverty alleviation funds in inland poor counties in the northwest.
