Integration Of Financial Poverty Alleviation Funds In S County,And Its Effectiveness Study

The planning goal of achieving the comprehensive poverty alleviation in the “13th Five-Year Plan” in 2020 is getting closer and closer,according to the social development situation in China.Financial poverty alleviation funds are of great significance for alleviating poverty on the road to poverty alleviation.But there are still some problems in the management of input and use of China’s financial poverty alleviation funds,which are mainly manifested in two aspects.One is that the supply of funds can not meet the needs of poverty-stricken work in some poverty-stricken counties,so there is no need to expand the sources of funds;the other is limited poverty alleviation funds.It is difficult to exert the best poverty alleviation benefits when the investment is scattered.In order to solve the outstanding problems of China’s poverty alleviation funds’ dispersal and integration,and the use efficiency is not high,this paper selects S County for case study based on the research perspective of agriculture-related poverty alleviation fund integration.S County is located in the central part of China and is a key poverty alleviation county in the country.Although S County has made great achievements in poverty alleviation in recent years,there are still some distributions,efficiency and management after the integration of relevant special financial poverty alleviation funds.The problem,therefore,choose S County as the research object,which is representative and researchable.The article uses literature analysis,statistical and comparative analysis,field research analysis,case analysis and four research methods to compare the policies and specific measures adopted by S County in the process of capital integration in the past three years,and to compare the allocation and use of integrated funds.Analyze and adopt non-financial indicators to construct an effective evaluation system for poverty alleviation fund integration from social,economic and environmental aspects,and conduct qualitative and quantitative research on the effectiveness of integrated capital use.The paper concludes that S County’s integration of poverty alleviation funds is accurate and precise.Docking time,fund use progress,distribution mode can improve the integration of fund management and expand the benefits of integrated capital use through a series of measures such as actively raising funds,optimizing the fund integration system,accelerating the fund disbursement progress,and improving the fund allocation model.
