Bad Information Management By Using The Real-name Registration System Of Mobile Phone Number

According to the data released by the Ministry of Industry and Information Technology,the number of mobile phone users in China has reached 1.36 billion by the middle of 2017.The large user group represents the vigorous vitality of the China's communications industry.At the same time,the rapid development of the communication level also has brought obvious negative effects to mobile phone users,bad information is one of the typical problems,every day we have to face the bad information,such as spam messages from the initial pornography,gambling,false winning,false matchmaking,up to now a variety of all kinds of garbage information,the impact is growing,some criminals use bad information such as spam to commit fraud,theft and other activities,which has caused great harm and trouble to the majority of mobile phone users in China.To further purify the handset business market,December 18,2014,the Ministry of Industry and Information Technology,Ministry of Public Security,State Administration for Industry and Commerce jointly issued "the telephone " black card " governance initiative work plan",requires all the telecommunication companies that the real-name registration rate of users should reach more than 90% by December 31,2015.To achieve the goals,the three carriers have adopted a series of corresponding promoting measures,such as in the business offices to proclaim the government documents about the real-name registration system,in their respective branches and business offices to upload advertisement of mobile phone real-name registration system,the issue of SMS notification and phone call return for non-real-name users,and stop processing for non-real-name users,etc.These measures have brought the issue of mobile phone real-name registration to the public attention again.For the public,the real-name registration system is not only related to the basic rights of citizens and the freedom of communication,but also to the personal information privacy.With the progress of the society and the increasing awareness of civil rights,the cases of information privacy rights protection have occurred frequently,which has caused various problems in the current implementation process of the mobile phone real-name registration system.At present,mobile phone's bad information such as the proliferation of spam messages has become an urgent problem to be solved,and in the context of the country and the operators' strong implementation of the real-name registration,it has important practical significance to use the real-name registration system of mobile phone number to solve the bad information problems.The relevant laws and regulations in the field of mobile phone's bad information are not perfect,and there are some deficiencies in judicial remedy.It is one of the key points of this paper to learn from foreign advanced experience about improving the mobile phone's bad information's governance effect under the real-name registration system.Therefore,this paper first sets up the relevant theories,analyses our mobile phone real name system practice and the current situation of bad information governance,and then on the basis of governance experience of developed countries,put forward some suggestions about the problem of mobile phone's bad information management.
