In the "13th Five-Year Plan",a strategic opportunity period of upgrading and increasing efficiency of the new wall materials file,although it brings many opportunities to enterprises that manufactures new wall materials,it inevitably brings many challenges.Especially for small and medium-sized manufacturing enterprises,the lack of mature performance evaluation system leads to the increase of manpower and management cost,which causes many problems such as the lack of market bargaining power,the lack of employee's enthusiasm,the difficulty of retaining "repeat customers" and attracting new customers,which are unfavorable to the enterprises' sustainable development.In the face of these challenges,the management of Shuangling is urgent to set up a set of performance evaluation system in line with the actual situation.Through field investigation and theoretical research,it is important for Shuangling to construct a performance evaluation system based on Balanced Scorecard to improve its core competitiveness,internal management level and promote its sustainable development.Through the field investigation,the existing performance evaluation of Shuangling has problems,such as the lack of clear strategic objectives,the subjectivity of performance evaluation is strong and difficult to quantify,the improper culture of performance evaluation,the single incentive measures,and so on.After adopting SWOT analysis,the strategic goal of the enterprise is determined,that is,to make it bigger and stronger,to improve the economic benefits as the center,to improve the comprehensive strength through technological and management innovation and quality assurance,further increase market share.Guided by this,an enterprise performance evaluation index system including 17 secondary indicators and 44 third-level indicators is constructed from the four dimensions of finance,customer,internal process,learning and growth.According to the nature of each department and position,taking the production and sales group as examples,the performance evaluation index system of de partment and employee level is constructed.After that,30 experts,including enterprise management,staff representatives and government regulators,were invited to score the index weight by questionnaire method,and the weight of each level index was finally determined by using the weight factor,meanwhile,comparing the performance by using the non-dimensional method.Finally,some measures to ensure the smooth application of the performance evaluation system in Shuangling were put forward,including the establishment of a leading group for performance evaluation and the establishment of a high performance-oriented corporate culture.
