Research On Problems And Countermeasures Of Food Safety Supervision In Dingshen County Of Sichuan Province

19 th CPC National Congress puts forward the strategy for food safety,to let people eat at ease,but the grassroots food safety supervision especially in the county-level still needs to be strengthened.This paper has chosen Qingshen County of Sichuan province as the research object,whose population distribution,economic conditions,traffic conditions and geographical location is a representative of the an agricultural economy county in Sichuan province.Especially under the background of the strategy of revitalizing the country,food safety supervision in Qingshen County is a worthy of study to help improving the social governance pattern.This paper making deep analysis mainly through the Qingshen County food safety supervision's historical change,the supervision present situation and so on,and using public goods theory,information asymmetry theory,government failure theory as the research basis,discovers that the regulatory system is not perfect,supervision team is not stable enough,network food supervision is lack of ability in the county.All in all,we can get the following conclusion: one is the food regulatory system still needs deepening reform.In 2013 after the institutional reform,to solve some problems of food safety,but in the local county government food safety supervision still has many problems,such as some counties set up a separate food and drug administration,some counties make AIC,AQSIQ and FDA into one administration,so our Country has no independent and perfect food safety supervision system at county level.We should further deepen the reform of the super ministry system and constantly improve the food safety supervision system.The two is in order to solve the current food safety supervision problems in Qingshen County,such as lack of supervision personnel,supervision capabilities and low detect ability of food.The paper puts forward countermeasures and suggestions,such as improve the target responsibility system,strengthen the network food supervision and so on,so as to ensure food safety,to promote and coordinate the harmonious development of society.
