Research On The Patent Operation Mode Of Comprehensive National Science Center

Nowadays,China has entered IP New Era.All-round innovation with science and technology as its core has become the first impetus to lead the development of the new era.The comprehensive national science center is the "country's most important instrument".The establishment of it is a strategic deployment for China to seize the competitive advantage of the New Era and to build a sci-tech power.In the new era,patent operation is a new focus in the building of intellectual property powerhouse.Strengthening patent operations is an effective way to break through the innovation and economic and social development chain,and it is also an effective way to release the power of intellectual property rights to promote social and economic development.The comprehensive national science center aims to break through major scientific problems and frontier technical problems,generate disruptive technologies,and produce a large number of high-value patents.Its patent operating model is "unique".Summing up and optimizing the patent operation model of a comprehensive national science center is of strategic importance to tap and release a large number of high-value patent potentials,promote industrial revolution,and cultivate new driving forces for economic development.This article first sorts out and summarizes the existing literature,and points out that the current research in the field of patent operation has a single subject perspective,content is dispersed,lack of holistic analysis and other lag.Secondly,based on the analysis of several concepts that are commonly confused with patent operations,the value chain theory and the CAS theory are introduced,and a patent operation value chain integrating patent acquisition operations,integrated operations,and revenue operations is constructed.From the system perspective,the key elements of patent operations and their mutual relations are as follows:talent is the foundation,patents are the core,funds are effective guarantees,the platform is an important support,and management determines the level of operational efficiency.Thirdly,through literature review and data analysis,the domestic and foreign patent operation modes are divided into three types:government-dominated,public-private partnership,and market-oriented operations.Then,three models at home and abroad are studied in depth from the perspective of operational factors in combination with typical cases,and conducted comparative analysis of the three domestic and foreign models in terms of policy resources,human resources,patent resources,financial resources,and operational benefits.In addition,after detailedly expounding the establishment background,conceptual connotation,and functional orientation of the comprehensive national science center,This article conducts an empirical analysis of the current status of the three CNSC patent operation systems;demonstrates the particularity of the patent operation model of the CNSC from the aspects of subject,object,and content;clarifies the necessity and urgency of constructing the patent operation model of the CNSC.Finally,under the guidance of the patent operation value chain and patent operation system theory,combined with the particularity of the patent operation model of the comprehensive national science center,it is proposed that the patent operation mode of the CNSC should be government-led,backed by colleges and universities,and participated in by enterprises.In the end,this article provides an optimization policy concept from five aspects:management system,talent team,patent quality,funding source,and operating platform.
