In recent years,China ’s development in the field of intellectual property has attracted worldwide attention.Judging from the data currently published,in 2000,China ’s PCT international patent applications ranked 16 th in the world.By 2019,China ’s PCT international patent applications The volume has already ranked first in the world.According to relevant documents such as the “Thirteenth Five-Year Plan for National Intellectual Property Protection and Utilization” issued by the State Council,“Several Opinions on Accelerating the Construction of a Powerful Intellectual Property Country under the New Situation” and other relevant documents,Jiangxi Province has successively issued "Transformation Action Plan(2017-2020)" and many other policy documents for the transformation of intellectual property rights and scientific and technological achievements.In the past five years,Jiangxi’s patent operation capabilities have made significant progress.In order to analyze and study the current status of patent operations in Jiangxi Province,this paper based on the authorized patent data in Jiangxi Province,through literature research methods,inductive analysis methods,statistical methods and other research methods,to conduct a multi-angle view of the operation of existing authorized patents in Jiangxi Province,Multi-dimensional statistical analysis.Mainly take the three key points of patent right transfer,patent right license,and patent right pledge as the main perspective,with the main dimensions of operating time,patent type,hot industry,regional characteristics,patent holder,etc.,to fully understand the development of patent right operation in Jiangxi Province The situation,find out Jiangxi’s patent operation advantages and competitive advantages,explore the shortcomings,and promote the relevant departments to introduce feasible countermeasures to improve Jiangxi’s patent implementation rate,industrialization rate,licensing rate and transfer rate.Through analysis and research,there are several advantages in patent operation in Jiangxi Province: First,the number of patent authorizations in Jiangxi Province has maintained an upward trend since 2004.Since 2015,the number of patent grants has grown strongly and has great development potential;second,a series of relevant policy documents The introduction has played a positive role in stimulating patent operations;thirdly,Jiangxi ’s superior industries such as aviation manufacturing and pharmaceuticals have performed well,leading companies have obvious advantages in patent operations;fourth,operating patents have a relatively unified national economic industry classification,indicating that Jiangxi Province In the development of superior industriesand emerging industries,the goals in the technical field are clearly focused.Through analysis,I also found that the shortcomings in the patent operation of Jiangxi Province have gained some enlightenment: First,although the development trend has increased significantly in recent years,the gap between the horizontal comparison of neighboring provinces is still more obvious,and difficult problems need to be solved to avoid bottlenecks due to insufficient stamina The second is that although the leading companies have performed well,most of the operating behavior is the technology transfer between the same group of companies.In the future,they will be committed to turning the advantageous industries into the economic pillar industries of Jiangxi Province;third,the research and development capabilities of universities in Jiangxi Province It is not weak,but in actual operation,the transfer rate and permission rate of colleges and universities are obviously low.It is necessary to achieve the integration of "production,learning,and research" as soon as possible,and transform the scientific and technological advantages of universities into real productivity.Fourth,design patents The operation accounted for a relatively low proportion.It is necessary to fully enhance the design patent value of the ceramics industry and the furniture industry,and use the "Belt and Road" to create international business cooperation.Fifth,the small number of licensed patents is not conducive to the relevant departments to issue reliability policies through data analysis.Patent filings need to be further improved.Sixth,affected by the policy,operating patents have a relatively short duration of maintenance and have not fully exerted market results,indicating that the quality of patents and market performance need to be further improved.
