The Research Of Development Process And Policies Supply Of Rural Area In Zhejiang Province

Taking Zhejaing's rural construction as the research subject,this thesis studies the influencing factors and driving forces of rural construction in Zhejiang Province by means of analyzing the rural construction developing home and abroad together with the process of rural construction and the policy supplying in Zhejiang Province from the perspectives of time and space.Also,based on Tonglu County,the thesis summarizes the successful experiences,factors and essential ways of the rural construction in Zhejiang Province,making a systematical and scientific research on the impacts resulted from the developing course and corresponding policy supplying of Zhejiang's rural construction.The main research achievements are listed as follows:(1)Exerting the peasant's dominant position and promoting the inherent function revival of the village are regarded as the basic guarantee of the successful development of rural construction on abroad.Through the analysis of the rural construction in the United Kingdom,Germany,the United States,Japan and South Korea,the study finds that they were mainly to comply with the ideas of taking the peasants as the main body,respecting the actual needs of the occupants and emphasizing the inherent function revival.According to the concepts above,the thesis carries out the magisterial and subsidiary supports from the state government so as to solve and regulate the issues occurred or might occur resorting to the legal mechanisms.Furthermore,the thesis developes some significant rural construction measures composed of land consolidation,new town construction gaining the strong endorsements of grassroots organizations,special departments,social groups and farmers.(2)Based on Zhejiang's new rural construction,the paper analyzes the implementation process of the building program of thousands of demonstrating villages.The process was divided into two phases.At the first phase of the program(from 2003 to 2010),the main task was the improvement of the rural environment in villages,including solving the problems of being dirty,chaotic,scattered,and poor because of the fast development of traditional industrialization.The problems above involved the basic renovation,further renovation and the improvement of the living environment.At the second phase of the program(from 2011-2015),it mainly focused on deepening the construction of the beautiful countryside,enhancing the support of the rural publish service facilities,and cultivating the rural special industries with survival ability to attract more urban population.The policy supplying and countermeasure of rural construction in Zhejiang Province have also experienced two great stages of evolution.In addition,the main decision-makers in Zhejiang Province have made correct and valuable guidance of various periods in succession,persisting in partial promoting and systematic renovation,implementing the polices of fund subsidy,rewarding and punishing coexisting policies,model establishing and radiating the progress etc.which enhance the effect of local rural construction.(3)"Implement the subsidiary policy from the state government positively and expand the new policy according to local conditions" are the essential of the county-level government to complete the rural construction successfully.The rural construction course of Tonglu County shall be classified into three stages in the research.The first stage is the initial phase(2003-2010),focusing on settling the behind hand appearance of "dirty,chaotic and poor" in rural areas,and this stage can also be divided into two aspects of enlightenment stage(2003-2007)to solve the rural environmental problems and the stable stage(2008-2010)to deeply renovate the rural environmental problems corresponding with the implementation of the different measures,which associated with nursing the agriculture by the industry and developing rural areas driven by urban areas;the second stage is the peak phase(2011-2015),mainly concentrating in the settlement of the rural "scatter" and giving priority to the congestion of the farmers,vigorously cultivates the central and preeminent villages etc.;the third stage of the exploration(2016-the present day)is taking developing rural industries and the construction of beautiful rural economy as the main object.In the process of rural construction,Tonglu County is not only pursuant to the provincial policy,but also owns a unique and effective development model.Transforming the concept of "no financial capital shall be invested in rural areas" held by the government over the years and optimizing the reactionary and passive attitudes of the farmers to the rural construction are the primary breakthrough.Besides,it stresses the "balanced renovation,characteristic development " to realize the "flourishing maintenance and exploration joint".(4)The implementation of developing ideas "protection first,respect for differences,highlight the characteristics,waiting for the development"is beneficial for the villages to be outstanding in the rural construction.The research reaches that "protection first " has become the capital task in the in the rural construction owing to continuous decrease of the village and the current existed historic villages under the rapid urbanization in the research.Dipu Village and Shenao Village being the typical examples of rural construction are attributed to their constantly extending as well as optimizing their self-possessing resources,ecology,or the spread of culture.Moreover,they manage to develop themselves with "good"trends in the light of superior rural construction policy.What's more,in virtue of the long and gradual features of the rural construction,long-term vision should be required to make sustainable development,and the principle of "development along with wait" is needed to be followed.
