The rural highway in counties and villages is an important infrastructure which supports development of our country's agriculture and rural economy, it is an important port of the whole highway network and also the most primary even sole transportation way to some rural districts. But at present, there still exists some noticeable problems on supply of rural highway in counties and villages:Firstly, most countryside highways are with poor foundation, much insufficiency volume, low grade and quite bad traffic capacity etc., as well as in short time, there is a large gap between the demands of mass peasants to rural highway and supply capacity of governments; Secondly, the investment subjects for rural highways construction are indefinite even crooked, the supply subjects and investment proportion of each subjects are both unreasonable; Thirdly, when agriculture taxes were cancelled completely, many county and village governments were immersed into financial distress, and at present the financing channels of rural highways construction are still narrow, there exists a large gap on fund of rural highways construction. Facing many problems on development of rural highways, it has high practical significance by researching and analyzing supply situation and proposing sustainable development strategy for rural highways construction that would benefit to push overall development of city and countryside and complete construction of well-off society, as well as realize harmonious society of socialism fast.Proceeding from criterion, this article analyzes properties and characteristics of rural highways as public object by theory of public object and public finance; researches three supply model options-governments supply, social volunteer supply and market supply to explain the government supply should be main supply model at current conditions and expound the government should be supply subject to rural highway construction; meanwhile, the article researches and analyzes the problems of insufficient supply volume, limited capacity of supply subject, outstanding supply out of system and unclear supply demands etc. on current rural highway supply against case demonstration of rural highway supply situation at County S in north of Fujian province; it also analyzes the reasons causing these problems as follow:the dual economic structure of city and countryside formed dual supply system, taxation reform intensified financial shortage at base layer, the characteristics of "economic person" at base government causes departmentalization and personalization of supply benefit, pressure-typed administration system causes supply and demand disjointing etc; The article also studies experience of rural highway supply from U.S.A, Korea and India etc. to propose enlightenment to rural highway construction in our country. Finally, it describes the sustainable system strategy to construct rural highway supply at counties and villages that is overall development of city and countryside and change of dual supply system; require improvement of public financial system and expansion of financial payment divert; divide supply responsibility reasonably and establish new supply subject mechanism; make free supply and demand and establish democratic supply decision etc. All the opinion in this article is just as reference to related decision maker and researcher.
