Project management is an important direction in project management research.Among them,project team management and construction have integrated project management and human resource management and become a hot branch in project management research.In order to carry out project management work,we must first ensure the efficient management of the project management team.During the project implementation of our government work,the project team management has become one of the problems in the development of government work Ignore the link.Changchun Local tax performance appraisal 5.0 project is for the entire civil service in Changchun City,the tax system of civil servants performance management,is the first municipal government tax Changchun system of government work,the project from 2016 onwards,it has been two years,There are some problems in the process of project development,causing the government leaders and relevant departments to pay attention to the urgency of project team management more and more prominent.In this study,a brief introduction of Changchun Local Tax Performance Evaluation 5.0 Project is introduced.The work of project team management is investigated by observation method,case observation method and interview method.From the aspects of team organization structure,team management mode,division of work responsibilities of team members and project The basic method of team human resource management to analyze the management of the project team and find out the problems existing in the project team and put forward the corresponding management plan and plan.Part of the management plan was implemented within the scope of work capability and the effectiveness of the team management plan was verified.Through this practice investigation and study,we get the following conclusions about the team management of Changchun prefectural tax system performance evaluation: First,the hierarchical organizational structure with the characteristics of government civil servants is the main reason for project team management,and the optimal organizational structure can Effectively solve the problem of team management,and help to improve the performance appraisal work status.This shows that team management in government work project must respect the rules of project management.Second,all parties involved in the project need to participate in the management of project team,which is consistent with the service function of government work.The internal performance appraisal of the local government tax system can not neglect the necessity of mass participation.This is the characteristic of the government work project.Thirdly,the project management of the government work requires a higher level of specialization of the team members' ability to work.From the original government agencies in the civil service as the backbone of project management efforts,must be the appropriate management skills training,training objectives and training methods should be more in line with project development requirements,therefore,the development of government work projects should be based on Adjustment of personnel reserve structure,the establishment of a learning organization as a precondition.
