| With the acceleration of urbanization in China,the utilization of rural homestead are characterized by “the status of one household has multiple houses” and “the phenomenon of excessive occupation for house sites” and “the consciousness of building new house and reserve the old have not been eliminated”.The problem of people who work in city and abandon the idle homestead is aggravating seriously.On the one hand,urban construction land expanded increasingly.So the phenomenon of “double expansion” about urban and rural construction lands has emerged.On the other hand,the supply of construction land for urban development is facing rigid constraints of land resources.The policy of Paid-out and paid-use of homestead(hereinafter referred to as homestead "Double Paid")came into being.The implementation of the homestead "Double Paid" policy reform not only can promote the intensive use of rural construction land,but also it can strengthen the rural homestead management and maintain fairness in the countryside.In other way,it also can ease the tension situation of construction land using to promote the new urbanization process.This paper takes the typical pilot project of "Double Paid" as the research object in the traditional rural area of Yicheng City.Based on the farmer limited rational decision theory of and the IAD extended decision model,we strengthen the persuasiveness of the research model variables,ensure the tightness of the regression equation,and improve the research content.With IAD guidance,we divided the indicator system into four aspects: First,the Status of decision-makers,in other words,the decision-makers make decisions based on their conditions.Second,natural attributes and social environment,it means that the external environment will also affect decision-makers' decision-making.Third,the knowledge of action-stage behavioral rules.Fourth,cognitive reform variables,such as awareness degree,expected return,and final actual results will impact decision makers' decisions.In addition,in this paper,on the basis of sampling survey,we investigated the status of "Double Paid" that had been implemented in the pilot areas,and modified the influence factors of rural households about homestead "Double Paid" decision-making behavior.Then we take empirical analysis.The research results show that:(1)The regression model of rural households is significant at the 0.01 level in the mass.It indicating that the homestead "Double Paid" decision behavior of household is be related to many factors,such as the farmer's gender,household population,number of houses,distance between homesteads(houses)and market towns,village infrastructure development,and withdrawal compensation Standards,the usage of toll standard,the cognition of homestead ownership,the preferences of living in urban or rural areas,the effect actual living standards after homestead exit,the impact of usage fees on household income,satisfaction with homestead paid-exit policies,satisfaction with homestead paid-use policies.And these factors that affect degree for household behavior are also different.(2)The factors that promote household to select homestead paid-exit are the household population,the number of houses,the usage of toll standard,cognition of homestead ownership,the impact of exit on the actual living standards,the impact of usage fees on household income,and the satisfaction of homestead paid-exit policies.They have a significant positive effect.Among these factors,the number of houses played a decisive role,which shows that the biggest scruple of farmers to choose homestead exit in the "Double Paid" decision is worry about theirs housing security.It gives us the idea that the villages which have many idle and abandoned homesteads or one household has many homestead are more suitable to promote homestead paid-exit.And for the households that relying on homestead guarantee functions,the government should establish a multi-compensation mechanism for exiting homesteads to guarantee the household livelihood security and long-term interests after exiting in the homestead reform.In addition,households' understanding of homestead ownership will promote household to choose homestead exiting.Therefore,in the reform process,we should pay attention to the intensity and breadth of policy advocacy to ensure that households are familiar with the policy.Then they will be more actively to participate in it.(3)There are some factors that have a positive effect for choose the homestead paid-use in homestead “Double Paid”.Such as gender of the households,distance between homesteads(houses)and market towns,development of village infrastructure,exit compensation standards,the life preferences of urban and rural,the satisfaction of homestead paid-use policy and so on.The influence of distance between the homestead(house)and the market town to farmers' choices shows a “normal distribution”.In other words,the rate of moderate distance(e.g.the villages in traditional market towns)household prefer to choose homestead paid-exit is highest than the short distances from market towns(e.g.the main city,the suburban villages)and far away from the market town(e.g.central villages,ordinary villages).Therefore,we should pay attention to the time and sequence of homestead exit in the reform.Combined the research situation with research conclusions,we did a further analysis.The results can provide a reference for the government to formulate the homestead “Double Paid” policy.So it will be beneficial to improve farmer motivation to respond to the policies implementation on the basis of respecting the farmer wishes.It also can promote homestead reform to achieve "win-win" goal for government and farmer. |
