The Design And Development Of Fujian Province "Three Lines And One List'' Data Application Platform Based On WebGIS Technology

"Three lines and one list" is based on improving the environmental quality,through the systematic evaluation of the basic conditions and functional attributes of the regional space ecological environment,it connects the economic and social development strategy,scientifically determines the red line of ecological,the bottom line of environmental quality,the upper limit of resource utilization,and the negative list of environmental access,and finally clarify the management and control requirements of ecological environment protection,pollutant discharge control,environmental risk prevention and control,and resource development and utilization on one map.Based on the above work requirements,build the Fujian Province "Three Lines One List" data application platform,standardize and integrate the province's ecological environment assessment results,promote the sharing of the "three lines and one list" results,and realize the functions of ecological supervision and intelligent analysis of various management and control requirements data on one map.Fujian Province complete the preliminary review of the "three lines and one list" compilation results and the establishment of the data application platform in June 2020.However,the j Query,Dojo,Java and other technologies used in the construction of the original platform are complex in configuration and high learning costs,and Web GIS technology is being integrated with modern front-end frameworks and development tools.Therefore,this article combines the deficiencies of the platform's current application framework and the demand for mainstream frameworks,designs and builds a Web GIS-based Vue.js + Node.js application framework,and develops the Fujian Province "Three Lines One List" data application platform.The specific content is reflected in the following aspects:(1)Research the current mainstream Web and Web GIS technologies,use Arc GIS API for Java Script as the secondary development tool of Web GIS technology,and complete the selection of application construction based on Vue.js + Node.js + Arc GIS API for Java Script + Portal for Arc GIS;(2)In response to the development requirements of the platform,a framework structure that is easy to expand and separated from the front and back is designed,and the platform is implement into three aspects: client,application server and data storage,and complete the detailed design of specific functional modules;(3)Complete the database design according to the specification requirements of the composition content and "three lines and one list" result data,check the aggregated data,and finally realize the unified storage and service sharing of the result data;(4)Build the Fujian Province "Three Lines One List" data application platformbased on Web GIS technology.The development of modules such as large data screens,comprehensive information query,one map of ecological supervision,and one map of intelligent environmental assessment is complete,and realize the basic functions such as display,query,and analysis,and initially form the Fujian Province of ecological environment sub-regional management and control in “one map”.
