Design And Application Of State-Owned Land Assets Management System

In 2006,The Land and Resources Department of Hunan Province organized and implemented inspections of provincial directly governing state-owned land assets in wh ole province,about 20000 parcels were verified by filling forms and reporting,land r elevant information was recorded as well.However,problems still exist,the reality of provincial directly governing land assets changing can't be reflected by original check data due to their long investigation ages,verification problems of some land assets were not reported as well.Meanwhile,for the lack of details about state-owned land resources,like spatial position,land price,ownership,etc,the accurate assessment and potential value analysis of land resources value can't be made.the regulating effect a nd economic potential of provincial directly governing state-owned land assets in Hun an are not fully achieved because of historical and institutional seasons.This paper studies the relevant technologies of land assets management system.The present situation and problems of construction of land assets management system are analyzed.Based on the system of state-owned land assets management in the provi nce,this paper studies and puts forward the design idea of an efficient state-owned la nd assets management system based on GIS platform and B/S model.The validity and feasibility of this design idea are verified by theoretical analysis and practical applica tion.The main contents of this paper include:(1)Using advanced "3S"(RS-remote sensing technology;GIS-Geographic Informatio n System;GPS-Global designation of systems)Integrated Application Technology,Bas ed on orthographic images,to clear up and verify the land registration and use of land such as land type,location,scope,area,use,ownership,distribution,boundary bound ary sites directly under the control of state-owned land,and the number of assets suc h as the grade and price of state-owned land directly under the control of the provi nce.(2)Establish a database of land assets that covers videos,graphics,land types,are a,ownership and land prices of state-owned land under the direct control of the provi nce.Design and development of Provincial direct management of state-owned land asse ts management information system based on GIS.The system can effectively integrate information resources,and the value of land resources can be accurately evaluated and potential value analyzed.And establish a rapid update mechanism.Through the research of this paper,the problems of information management and data sharing of state-owned land assets management are solved effectively.Not only d oes it greatly facilitate the day-to-day management of land assets,but it also provides the land administration with real time,comprehensive and accurate data at any time.I t has positive significance to standardize the process of land assets management and s trengthen the strength of land assets management.
