With the rapid development of the national economy and the reformation of land system, the work of land evaluation in China has become an objective demand for the reformation of the land system. In order to get rid of the traditional manual process, in the actual work needs and information management of land and resources of the general trend of the building, Urban Land Grading and Evaluation Information System appears.The use of Urban Land Grading and Evaluation Information System can shorten the work cycle, improve the operation accuracy, assure the results of quality, improve efficiency and reduce costs. However, the general Urban Land Grading and Evaluation Information System are based on the specific multi-project development and traditional methods. There are problems such as:general poor, poor scalability, human factors, and the issue of low intelligence.This paper demonstrates how to establish models for the land valuation with BP neural network which is good at solving fuzzy, complex and non-linear mapping problems, on the base of analyzing the current problems of urban land grading and valuation information system, the basic principles of land evaluation, and the basic principles of artificial neural network. This paper discusses the method of how to build BP neural network model for land valuation, and technology roadmap, and the method of the characteristics, and scope of application. On the comparison of a variety of geographic information systems (GIS) developing methods, we chose the ArcEngine as the secondary development of GIS components, and use the Matlab to develop neural network modules, and complete the development of this system. At the same time, this article describes a detailed information system for urban land valuation system design, system developing model, the system database design, as well as the basic functions of system design, and programming through all the above design.Through the test shows that BP neural network based on the valuation of urban land information systems in general have the basic functions of geographic information systems based on the achievement of a certain degree of intelligent land valuation, the valuation results are reasonable and reliable.
