A Comparative Study Of Domestic Artificial Intelligence Policies Based On LDA Model

At present,policies on the artificial intelligence industry have been promulgated in various countries around the world and in China.There are also many domestic interpretations of related policies,but most of them are interpreted from the perspective of subjective or qualitative models.This article aims to analyze the development and formulation of domestic artificial intelligence policies from a quantitative and objective perspective.This article summarizes national and provincial artificial intelligence policies,and obtains 61 policy texts with a total of about 370,000 words.It uses jieba word segmentation to segment word and stop word on this text,and further uses the LDA model to perform topic analysis on the word segmentation results.The results of 12 themes were obtained,and 61 policy texts were classified.Finally,the policy model was used to analyze the classification results.At the same time,an analysis was made on the artificial intelligence policy for the specific development environment of Shanghai.The results show that among the three policy tools,supply and environment are used more frequently;national and local governments have given greater support to products and cooperative demonstration themes;based on the formation of the thrust,the government also attaches importance to the capital investment and project construction of the artificial intelligence industry;the topics of infrastructure construction,key technologies,and the integration of artificial intelligence and industry show obvious imbalances;whether from the national level to local governments,the application of artificial intelligence and talent introduction,especially involving Support for computing basics and theoretical research topics is significantly weaker;current artificial intelligence policy formulation is still in its infancy and early stages;in application and commercialization,it is mainly focused on industrial manufacturing,medical treatment,and visual recognition,but other areas are less involved;There are obvious shortcomings in the R & D and creation process as a whole;there are many artificial intelligence policies introduced in 2017 and 2018,which are two years of centralized planning of the artificial intelligence industry;as the years go by,the theme and weight of the policy are constantly changing;the number of policies issued in the eastern region far exceeds the number of policies in the central and western regions; the national level has more planning and support for smart manufacturing and infrastructure,industrial manufacturing and data products,medical and visual identification topics;the overall policy of the eastern region is relatively comprehensive,most of the policy topics are covered,and a few policy topics have less weight;policies in the western region focus more on a few areas,but some topics are less involved;the central region's policies show a clear "partial" phenomenon,as long as the topics involved are generally weighted,but there are also some topics that are barely covered.Shanghai's overall policy formulation is relatively comprehensive,reflecting the characteristics of policy making in the eastern region.Among them,there are manyformulations of supply-oriented policies,indicating that the Shanghai government has followed the supply-driven development logic for the development of the artificial intelligence industry in recent years.And a large number of policy tools are focused on the theme of "talents,products,demonstrations,wisdom,and cooperation",which shows that the government attaches importance to talent demonstration and win-win cooperation;environmental and demand policy tools are relatively less used,but both are involved;Generally speaking,"talents,research,introduction,data,institutions" and "manufacturing,industry,p roducts,data,equipment" have not been involved for the time being;It should be noted that the security management section,especially the industrial network and information security working mechanism,the establishment and improvement of the information security protection system,and the strengthening of the security management of the industrial information system,the results of LDA analysis were not shown,indicating that the results of this part are the policy part that Shanghai places special emphasis on,and the policies of other provinces are rarely involved.
