A Study Of Information Service Policy In China

The development of information service and information service industry in China is very rapid.Information service policy plays a very important role in the development of information service and information service industry in China.The study of information service policy can grasp the composition and cooperation of policy makers,policy themes and objectives,and the use of policy tools.However,the current research on information service policy is relatively scarce in our country.Most of the existing research is to study information service policy from a certain region or field as a breakthrough point.In the research method,qualitative analysis is the main factor and lack of quantitative research.At present,more and more scholars use quantitative methods to analyze policies and get better research results.Based on this,we use social network analysis and co word analysis to study China's information service policy.According to Peter Hall's policy paradigm theory and the important elements of policy research,this paper studies the information service policy of China from three aspects of the main body of the policy,the policy theme and the policy tool.The theory of the application is the theory of social network analysis method,the content analysis method theory and the policy tool theory.The object of this paper is the policy of information service.The first collection of information services policy data sets,a total of 172 relevant policies,after the intensive reading of the policy,the final 136 of the effective policy text,including 1086 specific policy terms.Combing the development stage of China's information service policy in this period,the text of China's information service policy is divided into four stages.This paper makes a descriptive statistical analysis on the individual text subject and the main body of the information service policy,and uses the social network analysis method to study the network structure and centrality of the main body of the policy document.Then,we use the method of CO word analysis to construct the correlation matrix and the dissimilarity matrix,carry out factor analysis and cluster analysis to the matrix respectively,and divide the subject areas of the information service policy of our country through the analysis of the results,and carry on the theme analysis.The second is to study China's information service policy from the perspective of policy tools,because the policy has multi-dimensional characteristics,so it studies the policy of information service in China from a comprehensive perspective of policy tools and industrial distribution.Based on the analysis of the above three parts,the following conclusions are drawn:firstly,the information service policy in China is still based on separate documents,and the cooperation between various departments should be further strengthened.Second,China's information service policy can be divided into 3 main themes and 9 fields.Third,China's information service policy environmental policy tools are very large,more than half of the total number,followed by the supply policy tools,the number of demand policy tools,the three types of policy tools are not evenly distributed,and the collocation needs to be improved.On the basis of the above research conclusions,the following suggestions are given:firstly,the main body of policy document should pay more attention to the systrematicness of information service policy release and increase the amount of policy documents in the relevant direction.Second,policy makers should attach importance to updating and continuity of policy documents in the direction of information services.Third,strengthen department cooperation and inter departmental communication skills.Fourth,policy makers should take into account the phased and balanced characteristics of multiple policy themes when formulating policies.Fifth,policy makers should pay more attention to the characteristics and systematic development of policy themes.Sixth,we should strengthen the rational use of policy tools.Seventh,lay stress on regulation and control while strengthening market construction.
