Research On Policies Of Artificial Intelligence Development In Hubei

Artificial Intelligence(AI)is a new technological science.The research fields of AI include robotics,speech recognition,image recognition,computer vision and machine game.AI will have a huge impact on human production and life style and accelerate the innovation and development of economy and society.Major countries and regions in the world attach great importance to the development of AI.AI is regarded as the focus of a new round of international competition.They deploy top-level strategies,actively promote intelligence technology and product application,in order to occupy heights in the future.Since 2015,China has promulgated "Made in China 2025","New Generation of Artificial Intelligence Development Plan","Three-year Action Plan for Promoting the Development of New Generation of Artificial Intelligence Industry(2018-2020)" and other important strategies,policies and plans at the national level.Other eras support the development of AI and promotes the development of AI.In recent years,Hubei Province has seized the opportunity of the development of artificial intelligence industry and carried out a series of effective policies in order to promote the development of AI.However,the policies supply can't satisfy the needs of the El industry development.There are many problems in the government's functions and policy formulation.Therefore,the governments at all levels in Hubei should strengthen organizational leadership,speed up the research of AI development policies,improve and formulate reasonable policies,in order to guarantee the healthy and rapid development of AI industry.Based on public policy theories,through literature research,case analysis,field research and questionnaire survey,the paper has in-depth study on the problems and policies of AI industry in Hubei.The paper is divided into six parts:The first part introduces the background and significance of this study,summarizes the development of AI key areas and the research status of development policies,and introduces the research ideas and methods.The second part introduces the related concepts and theories.In the third part,the relevant AI policies and measures at home and abroad are thoroughly sorted out and analyzed.It is provided experience to research and formulate policy suggestions of development of AI industry in Hubei.In the fourth part,the development status,advantages and problems of AI industry in Hubei are analyzed.In the fifth part,the AI development policy in Hubei is deeply studied and analyzed.By means of on-the-spot investigation and questionnaire survey,this paper summarizes the policy needs at different levels.This paper combs the current policy measures and existing problems,and provides a strong support for formulating and improving the relevant policies for AI industry development in Hubei.The sixth part,based on the public policy theory and combined the problems of AI industry in Hubei,the government's functions and policy formulation,effectively policy measures is suggested to improve and promote the development of AI industry in Hubei.Finally,it is summarized and prospected.Through analysis and research,this paper holds that the development of AI industry in Hubei has a good foundation and advantages.Hubei Province should take this opportunity,give full play to government functions,strengthen organizational leadership,and improve relevant supporting policies,in order to cultivate AI industry and inject new momentum into economic development..
