Since the 18th CPC National Congress,the government's financial support for public cultural services has continued to increase,and the construction of public cultural service systems has continued to develop.As an important part of the public cultural service system,public museums have also expanded in size.Did public museums use financial funds to provide services to the society,but did they play their due role? Does resource input lead to effective output? For these problems,a scientific and reasonable performance evaluation system needs to be established to evaluate the museum's efficiency.In addition,the operating efficiency of public museums is affected by many factors.Analysis of these influencing factors will help us grasp the performance issues of public museums from both internal and external perspectives.Therefore,this article focuses on the following issues: one is the efficiency level of public museums,and the other is the factors that influence the performance of public museums.This article is mainly developed from the following sections.The first chapter is the introduction.It mainly expounds the research background,purpose,meaning and methods of this paper,and focuses on the research results of the literature on museum performance evaluation.It is found that the current research on museum performance evaluation in China is scarce,scattered and lacks quantitative research.The second chapter is related concepts and theoretical analysis.This chapter is mainly divided into two parts.One is to explain the core concepts of public cultural services,public museums,and performance evaluation of public museums;the other is to analyze theories of new public services,externalities,and public goods.According to relevant theoretical analysis,we can see that public museums are public goods and have strong positive externalities.Therefore,it needs to be provided by the government,and the finance needs to strongly support the development of the museum's public cultural undertakings and promote the realization of its social benefits.The third chapter is the analysis of the current situation of museum development in China.According to the overall development of the museum and the analysis of its multi-dimensional structure,it is known that the number of museum buildings is increasing and the scale is increasing;the demand for audiences is increasing,and the degree of social participation is increasing;the financial investment is steadily increasing,but the total amount is not large;Continuously improving;regional distribution is more extensive,and fiscal investment is uneven.The fourth chapter is to construct a performance evaluation index system for public museums,and to evaluate museum efficiency from two perspectives,namely traditional DEA and super-efficiency DEA.The research found that:(1)The traditional DEA measured the overall comprehensive efficiency level of the museum industry from 2013 to 2017 relatively moderate,there is a large room for improvement,and the comprehensive efficiency level in some areas is not high,mainly due to the low pure technical efficiency of its decomposition index;(2)The museum 's performance level shows a fluctuating and rising industry,with most provinces and cities increasing in efficiency,which is consistent with the industry 's development trend;(3)Using the super-efficiency DEA model to further calculate the decision unit with a comprehensive efficiency value of 1,the efficiency The top rankings are mainly developed eastern regions such as Beijing,Shanghai,and Tianjin.Regional analysis shows that from 2013 to 2017,the changes in the comprehensive efficiency of the three major eastern,central and western regions are basically the same,showing a growth trend,with large regional differences.The average level of development is highest in the east,second in the middle,and third in the west.The fifth chapter analyzes the influencing factors of public museums.The Tobit model was used to analyze the influencing factors such as per capita disposable income,regional population density,education level of residents,urbanization rate and museum financial allocation.The study found that:(1)per capita disposable income,regional population density,residents' education level,urbanization level and museum efficiency level were positively related;(2)museum financial allocation had a significant negative impact on museum efficiency level.In addition,the hierarchical clustering results of Chinese museums have reached similar conclusions.The sixth chapter is based on the analysis of the previous article,refining the main content of this article to draw basic conclusions.In addition,in order to further improve the efficiency level of the public museum industry,the following suggestions are given in this article:(1)Adjusting the total financial input to reduce the gap in regional development;(2)Optimizing the use of fiscal funds to improve the efficiency of museums;)Multi-department actions to improve the performance evaluation system of museums.This article is based on the research results of many scholars.The main contribution lies in the innovation of research content and method.In China,there are few results of museum performance analysis.Most of the literature is qualitative analysis,and only static data is used for cross-section data.This article will use the super-efficiency DEA method to systematically evaluate the performance of museums,using data from 30 provincial administrative museums from 2013 to 2017,and dynamically evaluate them from both vertical and horizontal perspectives.This has enriched the research on the theoretical system and method of museum performance evaluation to a certain extent,and broadened the research horizon.
