This paper studies and analyzes the reporting framework theory of China's Internet governance from Western mainstream media,and the five Western countries such as the New York Times,Reuters,Germany's Voice of Germany,Radio France International and Japan's Asahi Shimbun.The mainstream media news website conducts sampling on China's Internet governance reports,and uses methods,including content analysis,paper analysis,and text frequency analysis to investigate and analyze the reporting framework of Chinese Internet governance by Western mainstream media news websites,extracting the Western The mainstream media coverage framework for China's Internet governance is: conflict/confrontation framework,human interest framework,responsibility attribution framework,public opinion field framework,theater/behind-the-scenes framework,belief/moral framework,economic consequence framework,and analysis between them The similarities and differences are mainly reflected in the conflicts of subject ideas,attribution of responsibility,ethical standards,the motivation behind the behind-the-scenes events,and the opposition between emotional interests.Different reasons for the formation of the framework include differences in cultural and media positioning between countries.This paper provides suggestions on how to develop an attractive international communication tactics and the construction of the right to speak on the issue of China's Internet governance at the national level and participation in international Internet governance.For example,in the content of discourse,propose new concepts,new theories and new approaches to Internet governance.Advocate;on the object of discourse,take the "overseas mass line",strengthen overseas public opinion positions and enhance the effect of discourse;on the discourse platform,actively participate in the rules activities of different international platforms and actively voice;in discourse communication technology,Chinese media should "soft and hard" to enhance the breadth and depth of communication.
