Research On County-level Converged Media Center In Tibetan Areas Of China

In August 2018,general secretary Xi Jinping clearly put forward the construction of the county-level converged media center,and the central government made a major deployment for the construction of the county-level converged media center.The construction of county-level converged media center has been carried out all over the country.Tibetan areas in China is an indivisible part of our country.Due to the limitation of ethnic factors,it is more difficult to carry out news propaganda in Tibetan areas.The construction of county-level converged media center in Tibetan areas not only affects the development of local county-level media,but also relates to the stable development of Tibetan areas.The construction of county-level converged media center in Tibetan areas is very important.At present,the construction of the county-level converged media center in Garze is at the forefront of the whole Tibetan region,which is typical and representative.It is hope that the research on the construction of the county-level converged media center in Garze can provide some reference for the construction and future development of county-level converged media center in other Tibetan areas of China.Above all,the research investigates and analyzes the media needs of the local government and the audience in Garze based on literature analysis and questionnaire method,followed by conducting field investigation in the county-level converged media center in Garze and taking in-depth interviews with local staff,getting deeper understanding of the construction of the county-level converged media center in Garze.Based on the theory of three circles,the value circle,ability circle and support circle of county-level converged media center in Garze are analyzed and summarized step by step.The study found that the county-level converged media center support circle in Ganze has some shortcomings: the basic conditions of Tibetan area are weak,the system reform is limited,the thinking of converged media is lack,the propaganda and promotion is not in place;there are also some problems in the ability circle: the content production and service capacity is insufficient,and the language problem;However,the existing support circle and ability circle cannot support the value circle: limited publicity value,insufficient service value and lack of social governance value.Finally,combined with the relevant theories of communication,the paper puts forward thecountermeasures and suggestions for the future development of county-level converged media centers in Tibetan areas: 1.To seize Tibetan characteristics,strengthen the support circle through high proportion of Tibetan communication,paying attention to the role of Tibetan opinion leaders and rationally utilizing Tibetan festivals for communication;2.Enhance the ability circle with Internet users,platforms,contents,services and innovative thinking;3.From the perspective of social communication,it is proposed to realize the value circle of publicity through online and offline promotion,paying attention to groups and breaking the circle of communication.4.Under the visual threshold of social governance,build a value circle of social governance by connecting county-level converged media with the government and integrating social resources;5.Strengthen the value circle of publicity and enhance the international influence of information dissemination by opening international social accounts and paying attention to the dissemination of Tibetan stories.
