Research On The Optimization To Promote National Reading From The Perspective Of Policy Network

The report of the 18 th National Congress of the Communist Party of China proposes "to carry out reading activities for all." From 2014 to 2016,"Advocating for All" was written into the government work report of Premier Li Keqiang for three consecutive years.In 2017,the government work report also proposed “enhancing reading for all”,upgraded from “advocacy” in the past to “promoting vigorously”,and reading for all has been promoted to the national strategic level and has become an important governance responsibility of the government.In the context that the country attaches great importance to,how to promote reading for all is the main issue of this thesis.Based on the perspective of policy network theory,this dissertation analyzes the path of reading promotion in detail from both logical and empirical perspectives.It is divided into five parts: The first part is an introduction,which introduces the research background and research significance of the national reading promotion path;combs and summarizes the research status of domestic and foreign research on national reading;elaborates the research ideas and methods,innovations and deficiencies of this article.The second part is the definition of the concept and the theoretical basis.First,define the concept of reading for all,and define the concept of policy network from the macro,meso,and micro levels.Second,it introduces the content of policy network theory,and expounds the applicability of policy network theory in China.The third part sorts out and analyzes the practices of the Israeli,British,Japanese,and Spanish governments to promote universal reading and the work of the Chinese government to promote universal reading.It is affirmed that the government's vigorous promotion of universal reading is a global trend and an inevitable requirement to improve the quality of the entire population.The fourth part takes Shijiazhuang City as an example to analyze the status quo and problems of Shijiazhuang's national reading promotion path from the perspective of policy network.First of all,the paper summarizes the policy reading network of Shijiazhuang's national reading promotion path,and analyzes the subjects of the five major networks and the interaction between them.Based on the five major networks,sort out the current status of the national reading promotion policy network in Shijiazhuang.Finally,based on the three levels of macro,meso and micro,the problems are summarized and the reasons are analyzed.In the fifth part,on the basis of fully analyzing the reasons,and implementing the thinking of the five major networks as the starting point,the author puts forward the optimization countermeasures of the Shijiazhuang City's reading promotion path: first,strengthen policy support and financial investment;second,improve infrastructure construction;It is to improve the supervision and evaluation system for the implementation of the reading policy for all,and the fourth is to increase the participation of social forces.The last part is the conclusion,which summarizes the research content of the thesis,and puts forward the prospect of the optimization research of the national reading promotion path.Reading for all should adhere to government-led,social participation,and create a collaborative reading atmosphere for the whole society.
