The Research On Improvement Of Network Open And Access Process For LTE New Site Of Changsha Unicom

In order to meet the increasing demand of wireless data service,the wireless mobile network has already evolved from 2G/3G to 4G network.The global steps of LTE(Long Term Evolution)have been making much progress.Three main state operators like China Mobile,China Unicom,China Telecom are actively engaged into the construction of 4G network.There have been hundreds of thousands of LTE new sites opened network in recent 3 years.Because of the large amount of LTE new sites in the short term,related departments and links,staff mobility,some problems have been caused such as long term net cycle,low work quality,miscommunication,and waste result from repeatedly reworking etc.It is of great practical significance on efficiency promotion,quality control,cost reduction,improved customer satisfaction by doing research on the improvement of access process for LTE new site.Based on this,this thesis aims to do research on improvement of network open and access process for LTE new site of Changsha Unicom.This thesis is based on the practical project and current management situation of Changsha Unicom by doing research on process improvement theory and apply methods and tools such as the ECRSI analytical approach,benchmarking etc..Firstly,it makes a deep analysis by fishbone diagram,interview,etc.on the existing problems,which include long term cycle result from low efficiency,low work quality because of being non-standard,miscommunication caused by imperfect communication mechanism,waste result from repeatedly reworking for the low degree of automaticity.Secondly,it proposes improvement programs according to the process improvement objectives and thoughts.The improvement programs include process rearrangement,automation,simplification etc.for the process activities,the improvement on the process links of data programming,single testing,single test report etc.in practical work.Finally,it put forwards the implementation step and guarantee of process improvement program.The implementation guarantee in terms of technology,personnel,system,finance etc.can make sure the implementation of the improvement program in Changsha Unicom project.It is estimated that many good effects like improvement of work efficiency and delivery quality,cost saving,will be achieved after program implementation.The research provides an important guidance on the network open and access process for LTE new site of Changsha Unicom.Moreover,it can also be applied to extension practice on other provincial and state Unicom projects for reference.Meanwhile,this thesis provides examples and experience for other similar process improvement by proposing problems,analyzing current situation and reason,making improvement objective,thoughts and improvement program,program implementation prospect and research process of guarantee measures.
